The law requires each of the counties to <br />adopt an inventory of five proposed sites--four for disposal of mixed municipal <br />waste and one for demolition debris. The law also requires the counties to <br />submit their inventories to the Council for review and approval. <br /> <br />Mixed municipal waste consists of garbage, refuse and other solid wastes, bu( <br />does not include sewage sludge or hazardous wastes. Demolition debris consists <br />of brick, concrete, wood and metal wastes associated with construction <br />activities. <br /> <br />Preliminary evaluations of sites proposed by six of the seven counties were <br />discussed at public meetings held by the Council to receive comments and <br />information from affected landowners, local officials and concerned citizens. <br />Meetings were held in Anoka County (April 13), Dakota (May 6), Hennepin (June 1 <br />and 3), Ramsey (April 15), Scott (February 11), and Washington (April 6). <br />Carver County has not yet submitted its inventory of sites to the Council for <br />review. <br /> <br />The Council has reviewed the proposed sites submitted by Dakota, Hennepin, <br />Ramsey, Scott and Washington Counties, and has reviewed three of the four <br />candidate sites in Anoka County. Action on Anoka County's proposed site P in <br />Ramsey was delayed by the county's modification of the site boundaries. <br /> <br />The Council's staff has now prepared an evaluation and recon~nendation <br />(enclosed) on Site P. The review is based on information from public officials <br />and affected citizens throuQh Council-sponsored public meetings, from Anoka <br />County, from the Minnesota ~ollution Control Agency and other sources. During <br />September the recommendation will be considered first by the Council's Metro- <br />politan Waste Management &dvisory Comittee (made up cf citizen members), then <br />its Physical Development Committee (made up of Council members), and finally by <br />the Council itself.
