e must co i e contents of 170.014a, Subparagraph 2
~ ~ (see enclosure D2-i). However, if he does not fall within the
~ .~ purviews of the grandfather clause, Council will have to require
~ K~k9 / him to proceed through the normal process of obtaining a conditional
~~ cU~ne Pa~n~eeidt. Please refer to 170.013c of the City Code which is
~~~~aCrO~ in enclosure (D2-i).
cil should, however, require Mr. Walentiny to clean up his
so that it conforms to an R-1 area.
c) Mr. Ed Klemish regarding zoning problems in an R-1 area - I have
personally spoken to Mr. Klemish on his problem in regards to
zoning. He states that the Council knows that his operation was
/
/ /here long before there was such a thing as a zoning ordinance in
/ /the City of Ramsey.
;/Accordingly, I have requested that Mr. F~lemish come before the
/City Council in regards to this issue. He stated that he would be
~/. ~ /present to discuss this issue with Council. In view of the lon-
~ ~gevity of his operation, he doesn't feel he should have to make
I
I
I
I
I
application under 170.014a of the City Code which is contained in
enclosure (D2-i) .
Council Action: Your action will be to determine if Mr. Klemish
was in operation before Ramsey had a zoning code and if this is
the case, we should prepare a conditional use permit agreement
which would stipulate the controls on Mr. Klemish' operation in
an R-1 area.
d) Unlicensed vehicles - We will have a report on that zoning problem
for you at the Council meeting.
I
I
Council Action: We will be requesting Council action to prosecute
in some cases where the individual has not made any effort regard-
ing the notice we sent to them. The reason we are requesting this
authority is because it will be involving a lot of citizens in
regards to these violations and y6u should be informed of it.
CASE ~8: DEVELOPMENT OF THE SEWER ELEMENT OF THE COMPREHENSIVE PLAN INTO A COMPRE-
I
I
I
HENSIVE SEWER PLAN:
In accordance with the Metropolitan Waste Control Commission (MWCC) Act,
Minnesota Statutes, Chapter 473C, the City of Ramsey is required to adopt
a comprehensive sewer policy plan in accordance with the Council's Water
Quality Management Plan.
In the case of Ramsey, the MWCC has indicated the simplest procedure to
complete the comprehensive sewer plan would be to modify the sewer element
of the comprehensive plan and adopt it as the comprehensive sewer plan.
This sewer plan should be completed within nine months following the MWCC's
review of the comprehensive plan on April 23, 1982. However, no construc-
tion of sewage facilities can be initiated until the comprehensive sewer
plan has been approved by the MWCC.
