I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />i <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br /> <br />2) Comprehensive Plan - City Engineer Raatikka and I delivered the Comprehensive Plan <br />to Mr. Robert Ryan of the Metro Council Staff on Wednesday, April 14, 1982. We reviewed <br />the changes with him and he felt that Ramsey had everything in order. Accordingly, I <br />am requesting that all Councilmembers bring in their copies of the Comprehensive Plan <br />so that City Staff can make the appropriate corrections so you all have corrected copies. <br />We still have a number of things to complete in regards to the critical area, etc. but <br />most of these shouldn't be too difficult. I will be reviewing them with Mayor Gamec <br />prior to bringing them to the Council. One thing I know we are going to have to address <br />is going to be the policy in regards to water and sewer and streets in industrial and <br />residential plats and how these costs are going to be financed. Back several years ago <br />Council was thinking about bonding for all public improvements that came in on plats <br />that were in a sewered area. In fact, the City Staff did quite a bit of extensive re- <br />search work on this issue and at that time we dropped it because sanitary sewer seemed <br />to be quite far away and we didn't want to get involved in it until it was at our door- <br />step. Now that sewer is at ou~ doorstep and we have completed our Comprehensive Plan, <br />we should really establish concrete policies by Ordinance as to the approach of financing <br />water and sewer improvements in platted areas. Where sewer is scheduled to go I am sure <br />this question is going to come up at the Economic Development Commission meeting and <br />Council may want them to do research on it. I am very sure this question will come be- <br />fore Council from them. <br /> <br />3) State Aid Legal Case - We have received a copy of the deposition that was taken from <br />Mr. Rich Gardner. Councilmembers desiring to read it should let me know and I will fur- <br />nish a copy. <br /> <br />Secondly, I will be going over to the Revenue Department in St, Paul on Tuesday, April <br />27, 1982 with Mr. Richard Rosow to review a number of other pertinent documents in re- <br />gards to our case. <br /> <br />I think our case looks better each day as it appears to me we are building an excellent <br />foundation for our case when we go before the judge. <br /> <br />4) Finance - The following is submitted on this item: <br /> <br />a) <br /> <br />Audit - The auditors are just about through with their audit of City records and <br />in my discussion with them this week, they seemed'to be extremely satisfied <br />with the City's accounting. <br /> <br />b) <br /> <br />Quarterly Budgetary Expenditure and Revenue Report for January through March <br />1982 - This report is forwarded to you under separate cover as Exhibit "B". <br />Page 1 gives you a cash balance report by fund and page 86 gives you the amount <br />of interest earned and distributed to each fund.
