I <br /> I <br /> I <br />I <br /> <br /> i <br /> i <br /> I <br />I <br />I <br />I <br />I <br />I <br /> <br />In addition, Chairman Peterson added the following to Letters and <br />Communications: <br /> <br />1) Memo from Metro Council dated February, 1982, regarding Water Quality Plan. <br /> <br />2) <br /> <br />Memo from Metro Council dated March 12, 1982, regarding Landfill Sites <br />in Anoka County Public Hearing scheduled for April 13, 1982, at 7:00 P.M. <br />at Roosevelt Jr. High School. <br /> <br />Commissioner Schneider stated that a gentleman from the Sunfish Lake Blvd. <br />area has been canvassing the neighborhood to inform residents of the public <br />hearing to be held April 13, 1982 at Roosevelt Jr. High School. Commissioner <br />Schneider also stated that the City of Ramsey should have notified residents <br />in the landfill area, and that the public hearing would have been a good <br />item to include in the last City Newsletter. <br /> <br />PLANNING COMMISSION BUSINESS <br /> <br />Case #1: Sketch Plan For Ramsey Commons; Case Of Mr. Delano Skeim: <br /> <br />Mr. Delano Skeim of Scandinavian Construction submitted a sketch plan for <br />the subdivision of a parcel of property which is presently owned by <br />Mr. Phillip Kerssen and is approximately six acres in size. His proposal <br />is to subdivide the parcel into one plus acre parcels with direct access to <br />County Road #5. <br /> <br />Mr. Skeim stated that the present zoning on this parcel is UMB, but since <br />it is adjacent to UR, the intention is to use the lots as residential <br />multiple dwellings (four-plexes). <br /> <br />Commissioner Deemer stated that without sewer, city ordinance allows for <br />one living unit per acre. <br /> <br />Mr. Skeim replied that whatever goes on the property, there will be an <br />ample sewer system to meet State health, requirements. <br /> <br />City Building Official Berg stated that the one livi.n§ unit per acre pertains <br />to Residential zoning and not to UMB zoni.ng. <br /> <br />Commissioner Deemer disagreed with Mr.'Berg. <br /> <br />Commissioner Dunn advised that Mr. Skeim make sure there is adequate area <br />for on-site sewer system, especially if ordinance requires garages. He <br />also advised that Mr. Kerssen's homestead not be excluded from the sub- <br />division, therefore eliminating a lengthy metes and bounds description. <br /> <br />Mr. Skeim was not agreeable to that idea because it would involve extra <br />park fee dedication. <br /> <br />Commissioner Deemer stated that State law says you cannot make a metes and <br />bounds subdivision on less than 20 acres. <br /> <br />Commissioner Schneider stated that the extra park fee could be exempted. <br /> <br />Commission notes that City Council should clear up the question of <br />subdivision by metes and bounds on less than 20 acres. <br /> <br />P & Z/April 6, 1982 <br /> Page 2 <br /> <br /> <br />
