ity of Ramsey <br /> <br /> f, <br /> <br />TO: Senator Moe, Senate ,ajority Leader <br /> Senator Ashbach, Senate Minority Leader <br /> <br /> ROM: Mayor G~ec, City of Ramsey <br /> Councilman Cox, City of Ramsay <br /> ~ ' R~dM~ 'er ?a~e~C~i~e~~n~°~i~ ~ ~o <br /> <br />I <br />I <br /> <br />Mr. Jack Menkveld, Ramsey Economic Development Commission <br /> <br />SUBJ: Taxes and their effect on business in Minnesota <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1) Taxes - We are very concerned as to what you gentlemen see coming out of <br />this 1982 legislative session regarding the problems taxes are causing in the <br />expanding of old businesses/the development of new businesses in our State. <br />We are very concerned about the following taxes: <br /> <br />a) <br /> <br />Fiscal Disparity Tax - This is a tax that affects only the Seven <br />County Metro Area and it is a tax that is only levied agaihst the business <br />community. The City of Ramsey is very much opposed to this tax <br />because of the unfairness of it. We have received favorable comments <br />on the repealing of this phantom tax law. <br /> <br />Question - What is yottr opinion on this tax law and how do you think <br />your party will treat it this session in regards to repealing it? <br /> <br />b) <br /> <br />State Property Tax Law Formula in Regards to Residential Homestead <br />Property and Commercial/Industrial Property - We in the City of Ramsey <br />along with the rest of the communities in Minnesota feel that the <br />present Minnesota law that establishes the property tax formula is <br />really playing havoc in our State's business community. The follow- <br />ing enclosures are submitted to substantiate what we are saying in <br />this paragraph. <br /> <br />(l) <br /> <br />Enclosure A-1 contains the State property tax formula and <br />how it works taking a $50,000 residential homestead and <br />showing it as a residential homestead, then as residential <br />rental property and then as commercial property. <br /> <br /> <br />
