I
'1
I
I
I
I
I
I
!
I
I
I
I
I
I
I
I
I

(2)

Enclosure B-1 contains a comparison between residential
property taxes and industrial, using the same valuation
over a ten year period of time.

Question - What is your party planning on doing with the property
tax during the 1982 legislative session? Does your party recognize
the problems that exist in the current property tax formula, or is
your party satisfied with the present property tax?

c)

Workmen's Compensation Insurance - The Commissioner of Insurance has
introduced new legislation to correct inequities in this law which
have created real problems for the business community in the State
of Minnesota.

Question - What does your party think of the present law and how
does your party feel about the amendment to the law that the Com-
missioner of Insurance is introducing? If your party is proposing
a better amendment in what ways will it be better to the business
community in the State of Minnesota? The Minnesota Conference on
Small Business has gone on record modeling our workmen's compensation
law after the State of Florida's law. Has your party given that any
consideration?

d) Minnesota's Unemployment Compensation Law - The Minnesota Conference
on Small Business have asked that changes be made in this law.

Question - Does your party intend to amend this law to make it a law
that the business community can live with rather than one that dis~
courages business development in our State. We would like to be
apprised of what type of change your party has proposing in regards
to this law?

e)

The Corporate Personal Income Tax Law ~ This is another law that the
business community in the State of Minnesota feels must be changed
to create a better business climate.

Question - Does your party intend to make changes to this law during
the current legislative session which would create a better climate
for business to develop or expand in our State?

2) Businesses - We in the City of Ramsey see the business and industrial com-
munity as being divided into the following types of businesses:

Ma and Pa Type Business - This is a business where you have a husband
and wife operation and the property tax is a main issue whether this
business survives or desolves under our current tax laws. It is also
the type of business that is very representative throughout the many
small and large communities in the State of Minnesota.

Question - Does your party take this type of business into considera-
tion when you are writing property tax laws such as we have today in
the State of Minnesota. The workmen's compensation law, unemployment
insurance law, depreciation of equipment law, etc. really don't enter
