'I <br /> <br />RESOLUTION #82- <br /> <br />I <br /> <br />REQUESTING AUTHORIZATION FOR ANOKA COUNTY TO CONTINUE IN THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR FY 1983 - 1984 <br /> <br />I <br /> <br /> I <br /> i <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> WHEREAS, Title I of the Housing and Community Development Act of <br />1974, as amended, provides for a program of Community Development Block <br />Grants; and, <br /> <br /> WHEREAS, Anoka County has been designated as an urban county by the <br />Federal Housing and Urban Development Department for fiscal year 1981 <br />and for fiscal year 1982 and consequently, is eligible to participate in <br />the Community Development Block Grant Program; and, <br /> <br /> WHEREAS, the Anoka County Board of Commissioners has directed the <br />preparation of plans under the Community Development Block Grant Program <br />in concert with the municipalities of Anoka County; and, <br /> <br /> WHEREAS, said plan has been approved by the Federal Housing and <br />Urban'Development Department and an authorization has been made to Anoka <br />County for expenditure under this program; and, <br /> <br /> WHEREAS, Anoka County, in accordance with Federal regulations, has <br />entered into a joint powers agreement for a three year term with other <br />municipalities of Anoka County for program years t982, 1983 and 1984 to <br />administer and participate in the Community Development Block Grant' <br />Program; and, <br /> <br /> WHEREAS, Anoka County has successfully initiated 26 projects for <br />fiscal year 1981, in accordance with the Housing and Community Development <br />Act, a number of said projects were developed for three year implementation <br />in order to properly address the needs of the respective community; and, <br /> <br /> WHEREAS, for fiscal year 1982 special Congressional legislation was <br />enacted to permit Anoka County to continue in the CDBG program in recognition <br />of the 1980 Census population shortfall; and, <br /> <br /> WHEREAS, Anoka County has been recognized as one of the fastest <br />growing counties in the State of Minnesota as confirmed by the Metropolitan <br />Council which continues to project a population in excess of 200,000 for <br />fiscal year 1982; and, <br /> <br /> WHEREAS, the Community Development Block Grant Program has proven <br />to be essential in the effort to remove slum and blight and has provided <br />valuable resources to meet the needs of low income residents of Anoka <br />County: <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Anoka County Board of <br />Commissioners does hereby request the support of our Congressional <br />representatives to assist Anoka County to continue in the 1983 and 1984 <br />Community Development Block Grant programs. <br /> <br /> BE IT FURTHER RESOLVED that copies of this resolution be forwarded <br />to our Congressional representatives and to the participating communities <br />within Anoka County. <br /> <br /> <br />
