An <br />urban service area should contain a five year overage of <br />developable land and should be reduced in size if it contains <br />appreciably more than this amount. <br /> <br />The County should note that the Metropolitan Urban Service Area <br />contained within the County Plan may change as the Council and <br />cities consider the proposed MUSA refinements in the Council's <br />plan review process. <br /> <br />Forecasts (Michael Munson) <br /> <br />The Anoka County Plan uses Council forecasts for population, <br />households and employment as a basis for planning. <br /> <br />2. Metropolitan Investment Framework (Norm Werner) <br /> <br />The Comprehensive Plan includes separate capital improvement <br />programs for parks and for transportation. <br /> <br />The CIP for parks lists projects for the years !980, 1981, 1982 <br />and 1983-84, totaling $1.9 million. Because the first two years <br />are substantially historical at this point in time, the <br />schedule amounts toga 1982 capital budget. Costs for each <br />project are included. The sources of funding for the total <br />program are Anoka County tax levies and LAWCON grants, but there <br />is no statement of the estimated grant and tax amounts expected <br />to finance individual projects. There is no statement of the <br />financial impact that each improvement will have on the County. <br />An excellent map shows the park sites. <br /> <br />The CIP for transportation lists the specific improvements and <br />their sites, the work to be accomplished, and the engineering and <br />construction costs for each of the years from 1981 to 1985, <br />totaling $14.6 million. The need for each improvement, the <br />financial impact that the improvements will have on the County <br />are not shown. An excellent map locates the improvement sites by <br />use of a separate code for each year's planned work. <br /> <br />A report of the State Auditor indicates that the County had <br />$605,000 in outstanding indebtedness at December 31, 1979. <br /> <br />3. Housing (Audrey Anderson) <br /> <br />The Anoka County Comprehensive Plan contains a data sun~ary and <br />analysis of the County's housing situation. Residential <br />development has occurred at a rapid pace, particularly in the <br />southwesSern municipalities. Anoka County's intent in the land <br />use planning process is to protect and maintain the operating <br />capability of its facilities, systems and services. Direct and <br />principal responsibility for the development and implementation <br />of land use and housing policies, plans and programs remains with <br />the cities and towns within the County. <br /> <br /> <br />
