I <br /> <br />Staff Report <br />January 19, 1982 <br />Page 2 <br /> <br />Ge <br /> <br />e <br /> <br />Since our last report on the plan, the federal government has extended the <br />deadline for meeting water quality Standards from 1983 to 1988. However, <br />to date the state legislature has not passed the law authorizing the Metro- <br />politan Council to require water management planning. <br /> <br />Estimated costs for the plan include $6 million for the planning process <br />and $43 million for implementation. Revenues for the plan are expec'ted to <br />come from tax levies. <br /> <br />On Tuesday, January 19, 1'982, Lloyd Schnelle and I met wi'th the Metropolitan <br />Waste Control Commission (MWCC) and representatives from Anoka to discuss <br />joint sewer service between Ramsey and Anoka. <br /> <br />Ray Odde from the MWCC'stated that joint sewer service has been allowed between <br />other cities'to provide coSt savings in capital investments. For Anoka and <br />Ramsey to'share sewer laterals,'they would have.to submit a letter amending <br />their Comprehensive Sewer Plans and a joint Powers agreement to MWCC. Ray <br />also noted that once'Ramsey extends sewer service Within its'ci'ty, they will <br />be required to start payinglthe s~ewer availability charge (SAC) of $425 per <br />residential unit.~ <br /> <br />We will be working with Anoka to establish a joint powers agreement-for... <br />review by both City Councils..' <br /> <br />Sewer and Water Service to Ramsey.: With the completion of the first Ramsey <br />sewer connection to the'MWCC sewer system scheduled for late 1982, the City <br />should start considering when and to what areas they~will extend sewer-and <br />water to in Ramsey. The first step could be either informal meetings with <br />residents or.ordering of-feasibility studies.' <br /> <br />1982 MSAS Project: We. have met with City Staff members to update the 5 year <br />capital ~mprovement program for MSAstreets.-'A copy of this update is <br />included in your agenda for.your adoption.' Also. if the council .is planning <br />to pursue a project for 1982,..they should, start.the process by ordering a <br />feasibility study. <br /> <br />Rum River Bridge Crossi'n§: ~No change in'status since .oUr last report. <br /> <br />Drainage Easement ~ountryside Estates:' A resolution concerning this matter <br />has been included ~n th~ Old busi'nes~section of'the agenda. <br /> <br />Comprehensive Plan: 'On Tuesday, January 19, 1982, we submitted the Compre- <br />hensive Plan changes t~ the.Metropolitan. Council as approved at your January 4, <br />1982, council meeting. Preliminary'review of the revisions by the Met Council <br />was favorable with the exception of the size' of the 1990 Commercial/Industrial <br />service area. <br /> <br /> <br />
