Assistant Community Development Director Trudgeon stated the school will be .able-to take <br />partial occupancy of a few of the classrooms and the gymnasium prior to the commencement of <br />the school year. He indicated temporary walls will be put in the gymnasium to create classrooms <br />and offices. He advised eleven temporary trailers, housing 22 classrooms will be located in the <br />west parking lot. The placement of these structures within the parking lot have been reviewed by <br />the Fire Chief fbr emergency vehicle access and have been found to be'acceptable. He stated the <br />School will make several of the temporary trailers ADA compliant, and are currently:working <br />out a plan with the Building Official. He indicated it should benoted that all of the classrooms <br />and office space tetrtporarily located in the gymnasium will be AD~ compliant. <br /> <br />Assistant Community Development Director Trudgeon indj'cated sufficient restroom facilities for. <br />the students will be located in the completed portion i0f the school building, and portable hand <br />sinks and bottled water dispensers will be located,lin the temporary classrooms to meet state <br />requirements. He advised a temporary traffic circUlation plan has b~'en submitted to the City, and <br />the Police Chief and Fire Chief are in the process of reviewing th~"~irculation plan for safety <br />purposes but the plan appears to be acceptable. ; . ~- ' <br /> <br />Assistant Community Development Director Trudgeon indicated that during the interim period <br />when the temporary classrooms are on the site, parking for staff and. students will be located on <br />the public streets surrounding the '~chgol; He stated approximately l'Z5 parallel parking spaces <br />are available on the streets sun:ounding the srhool. He noted that the school will be discouraging <br />parking by students during the inte~m period. 'H~ :gtated this is all predicated on the roads being <br />constructed, which should start soon.:-.. He indicated' the.school ~ill limit large gatherings during <br />the interim time. : ~. . :~' ' <br /> <br />Public Hearing <br /> <br />Mr. Bosacker, 112 Gray Street, Anoka, 'indicated he was representing-the school and would <br />answer any questions from the Planning Co~iSs~on. <br /> <br />Chairperson Nixt asked What caused the del~iys. <br /> <br />Mr. Bosacker stated there were financing delays that caused problems and pushed the schedule <br />back. He indicated the construction crews have done a good job accelerating the schedule, but <br />there is not guarantee the school will be able to open in time. <br /> . <br /> <br />Chaiiperson Nixt asked if there was a contingency plan if there are not enough roads completed <br />in time, and if a temporary lot would be a better solution. He stated some students may need to <br />drive to school, and wondered what the plan was for this. <br /> <br />Mr. Bosacker stated they do not have a plan, but have a trend. He indicated he would guess <br />approximately 30 students may need to drive, and noted there concern was parking as well. <br /> <br />Chairperson Nixt stated parking is his first concern,-but his second concern is making sure <br />restrooms are in close proximity, and if the use of the gym during construction will be too <br />disruptive ~br classrooms. <br /> <br />Planning Commission/May 6, 2004 <br /> Page 4 of 25 <br /> <br /> <br />
