I have <br />enclosed as an agenda item a projected cash flow for the <br />City which shows that Ramsey will not be affected by the <br />State's proposed holdback on certain funds for a period of <br />time. I think Councilmembers will find the cash flow chart <br />rather interesting to review. <br /> <br />b) Monthly Fiscal Report for November 1981 - It appears that <br /> we will be coming through the year 1981 in excellent shape. <br /> <br />Legislation - In this area we are scrambling to get the following tax <br />laws changed: <br /> <br />a) State Local Government Aid to Cities - In regards to changing <br /> this law, we are approaching it from two different directions. <br /> <br />We are looking at the law as not being constitutionally <br />fair which will involve the court process. We now have <br />received a legal memo from the law firm we engaged and <br />will discuss it with you at the meeting. <br /> <br />-- We are also approaching it through the normal legisla- <br /> tive process and we are receiving so-so reception on <br /> it. Every legislator admits there is a serious pro- <br /> blem with the present law but they don't have the guts <br /> to change it. <br /> <br />Summary: The most effective way for us to get this law change <br />I think, if we. can~will be through court pressure. <br /> <br />b) <br /> <br />Property Tax regarding Business and Industry - Here again the <br />City has worked closely with the businessmen of the community <br />and will continue to do so on this issue. We are going to <br />have to have support from a larger area of businessmen to get <br />changes here. The problem lies in that a lot of them just <br />simply don't know how to approach it. <br /> <br />c) <br /> <br />Area-wide Tax - This is a tax on business that Metro Communities <br />should really look at removing from tax laws. I made a check <br />on how this law affects a Ramsey business and here is the results: <br /> <br />Business "A" pays $7,439 property tax and here is how those taxes <br />are broken out: <br /> <br /> <br />
