I

'l
I

I
I
I
I
:1

I
I
I
I

J. STEPHEN SCHI IID T
P.O. BOX 71
ANOKA, MINNESOTA 55303

Page -6-

In brief, Ravenna classified itself a general rural use re§ion with
8 acre minimums rather than the /,0 of the Met Council, and it refused
to require yearly, on-site septic system inspection.

In short, Ravenna kept its local control, andinstrucled its p]anncrs
not to take the easiest route, but the one most beneficial to the local
community.

You, as a council, will be making a yes or no decision for your
constituents as to whether or not the center may be built. It will not
be built by myself south of 153rd Agenue.

COMMUNITY BENEFITS

1) CONVENIENCE

In this day of families with both parents working, who can doubt the
desire of our citizens to combine as many trips as possible for the
saving of time? Bob's, the Bank, the liquor store, hardware stores,
all provide commodities and services available easily within seven
miles north, south or west. Yet nearly 10,000 people per week find
this intersection the most convenient. This convenience has real,
quantifiable valueto many Ramseycitizens. Were these stores not
here but they are! Rezoning will only enhance the daily
utility of a trip to the bank or store for those 10,000 people.

2) ENERGY SAVINGS

3)

As noted, 10,000 customers.per week (total includes visits to multi-
ple stores) already visit this intersection for shopping and services.
Think of the vital resources saved if even more of the tasks of running
a household can be carried out in just one trip.

TAXES

As has been pointed out at previous council meetings, taxes on commercial
buildings may pay a disproportionate amount of taxes in relation to the
benefits received. Our home owner residents will receive these benefits.
No sewer or city water need be brought to the site. The police already
patrol the site, the fire department covers it. The tax receipts §o up,
but no more children go to school,no more parks are needed.

-continued-
