Clawson~ <br />Intergovernmental Fiscal Issues q <br /> <br />cials <br /> <br />I It would be difficult to overstate the impact, that Federal and State budget cuts <br /> will have on Minnesota local government. <br /> <br />There is no doubt that every city, town and county in this state will join the <br />state and federal government in making real, substantial, cuts in services while <br />experiencing at the same time a decline in ability to generate adequate revenue <br />to deal with operational and capital problems as they arise. <br /> <br />On October 13 the House Local and Urban Affairs Committee received a report by <br />Lee Munnich which laid out the extent of the present disruptions in the state- <br />federal-local fiscal partnership to which we have grown accustomed, and in which <br />several suggestions were made about the emerging shape of that partnership. <br /> <br />The next three years will be critical ones for Minnesota local government. Better, <br />more long range fiscal planning will need to be undertaken. Wisdom and compassion <br />will need to be exercised in how service cuts are implemented.
