NAIOP <br />LEGISLATIVE Although a solution to the prohlem would be helpful, most <br /> REPORT o~ the legislative committee members felt that it is the <br /> wrong time to introduce any changes. They fear the state <br /> <br />The Internal Revenue Set- TAX EXEMPT <br />vice and the House Over- FINANCING <br />sight Committee have in- <br />troduced a bill, H.R. 4420, <br />that would impose Gcphardt's severe restrictions upon <br />future tax exempt financing, essentially eliminating this <br />valuable tool as we know it after the end of the current <br />year. President Bill Tobin presented a copy of the <br />proposed legislation, which is similar to that defeated in <br />July. Chairman Jim Stuebner reported that Represen- <br />tative Bill Frcnzcl believes the bill will not be passed in <br />its present form. In lieu of the Spring Seminar, the First Annual <br />Public Affairs Meeting will be held at the Key Bridge <br />Marriott on Sunday, April 18-20, 1982, in Washington, <br />D.C. for ali legislative committee members and chapter <br />presidents. The program will end with meetings between <br />our members and their respective representatives and <br />senators. <br />Merrill Busch, NAIOP's MASTER PUBLIC <br />new CoordinatorofPub- RELATIONS PLAN <br />lic Relations, will hold a <br />press conference on Sat- <br />urday at the Houston Convention for reporters from the <br />Wall Street Journal, the New York Times, Building <br />Magazine. the National Real Estate Investor, and similar <br />publications. Joining him on a panel of national develop- <br />ers will be Gerald Hines of Trammel Crow, and others. <br />The purpose of this new program is to offset the negative <br /> <br />will use the change as an opportunity to justify general <br />increases in the tax levy against the industrial and <br />commercial property. Boyd <br />Stofer suggested each guest bring an example of the <br />potential tax problems which would present each organi- <br />zation's respective position. <br /> <br />Boyd Stofer will have his LEGISLATIVE <br />legislative roll call manuals ROLL CALL <br />and maps ready for distri- <br />bution at the November <br />Seminar. To implement our grassroots legislative contact <br />program, he suggests a "position paper" on each issue <br />selected by the chapter. <br />The committee supported SECOND ANNUAL <br />Chairman Stuebner's sug- MEET-YOUR- <br />gestion that we repeat last <br />spring's meeting at the Hol- LEGISLATOR DAY <br />iday Inn in St. Paul. It was <br />surmised thc chapter's motive is to offset taxes based on <br />large, downtown buildings before full rentup. Because of <br />the size of these structures, leaseup can occur much later <br />than the normal assessment based upon the typical <br />interpretation of "full completion." The situation does not <br />occur in the suburbs where leaseup and assessment based <br />on "completion" often coincide. <br /> <br /> CONTACTS <br /> WITH THE <br />al groups invited to Gover- <br />nor Quie's home.
