Commercial enterprise and industrial <br /> enterprise in a community add to the tax base without necessarily a~kLtng to the <br /> school tax base and bring the tax base in on a plus side z~ther than on a minus <br /> side. A single family residential brings things in on the minus side, <br /> <br />Under the current zoning major development could occur on the rest of the land, <br />such as m~ltiple family ~nd other retail uses. Thim would have f~rmore impact <br />on the question of traffic than what is being proposed, and yet I suppose there <br />would be those who would oppose that as well, and there m~y be quite a few. <br />However, the community ~nd the Council has to do what is best for the City. <br />Nothing was said about the impoz~ce of having the facility located where it <br />is ~nd it is obvious that ne one is going to build there and spend over $100,000 <br />without having made a market study of the area to determine whether or not it <br />would be economically feasible. James Refrigeration wants to go ahead and build <br />and lease out. As indicated, it has stzong terms in its le~se concerning any <br />so-called litering, but we must keep in mind that the current uses permitted <br />were for a fast food chain which certainly causes much~ more litering, or may <br />cause more litering, and the City has already decided that this is the area in <br />which there should be retail business as well as otherforms of development. <br />The fact that some members of the Council may not want to have superettes pro- <br />lifer~ted issnother matter entirely.~ but where it is within the zoning require- <br />ments, it certainly ought to be permitted and each case looked at differently. <br />There is no current proliferation and the City Council can handle each case as <br />it comes up and can, in addition to that, change its zoning laws or do whatever <br />it deems necessary as best for the Council.~ For the Council to always be looking <br />to the immediate neighbors who object te about everyting that is being done or pro- <br />posed to be done, and use that as a judgment in making a decision, is a delegation <br />of the authority of the Council to the immediate neighbors. We feel this is highly <br />improperand that the Council ~ght to act on its own judgment as to what is best <br />for the neighborhood, taking head counts or taking telephone requests, easily <br />maneuvered by pe~ple-~we could do the same things ourselves if we wished to, but <br />we think the case stands and should stand on its merits. <br /> <br />In light of a~l of the circumstances, we see no adverze impact. We see a service <br />to the community by having a store located where no other store is located in the <br />immediate vicinity. We see a savings of gasoline and the consumption of energy <br />by that savings. We see no danger te children that doesn't already exist if any <br />other retail establishment were te be built which does not require a special use <br />permit. We can ~ink of .any number of items that would draw far more traffic from <br />c~ildren and people driving automobiles than the proposed superette. We trust you <br />will t~ke these into consideration when making your findings, including the question <br />of tax base which does affect the entire economic viability of the community and, <br />therefore, is a consideration. <br /> <br />Sincerely yours, <br />For James G.
