c) The lot size and proposed kennel location should not <br />be unsightly, undesirable or obnoxious in appearance and <br />it should not hinder the orderly and harmonious develop- <br />ment of the City or district where herein proposed if <br />properly maintained. <br /> <br />d) No plans have been submitted indicating water supply <br />and sewage disposal. However, these should be adequate. <br /> <br />e) The use will conform to the regulations of R-1 resi- <br />dential zoning except that a conditional use permit is <br />required. <br /> <br />5) That the Performance Standards are as follows: <br /> <br />a) That fire protection is provided by the City of Anoka, <br />however, the dog kennel should not create a fire hazard. <br /> <br />b ) Electrical disturbances are not applicable. <br /> <br />c) That the noise created by the uncontrolled barking of <br />dogs would be a nuisance to the adjoining properties. <br /> <br />d) Vibrations will not be applicable. <br /> <br />e) That properly maintained obnoxious odors or air <br />pollution should not pose a problem. <br /> <br />6) That the applicant, by his letter of request, has indicated the re- <br />quest is temporary in nature but no date of discontinuance was given. <br /> <br />7) That the City has received a letter from an adjoining neighbor ob- <br />jecting to the applicants request to place a kennel on his property due <br />to the fact they feel it will create a nuisance. <br /> <br />8) That the City of Ramsey reserves the right to inspect the kennel if <br />it should receive complaints on the dogs barking or of offensive odors <br />or creating any health hazards to the area. <br /> <br />9) That the applicant has brought his request to the City Council and <br />they directed the preparation of findings of fact in accordance with <br />Sections 170.016D, 170.016E, 170.016F of the Ramsey City Ordinance. <br /> <br /> <br />
