Mr. Phillips can't understand the market values placed on the building <br />when the building is situated near property that has a moratorium on it <br />and nobody is going to buy and build in that area until the problems of <br />Site P and hazardous waste are solved. Mr. Phillip's personal feeling <br />is that the City is putting the shaft to him by trying to assess the building <br />for almost as much as what it cost him to build the building, not to mention <br />where the building happens to be located. <br /> <br />Mayor Gamec stated that reviewing Mr. Phillip's case could set a precedent <br />and all buildings in the vicinity would have to be reviewed. <br /> <br />Mr. Wirz stated that market value is determined by square footage'and location <br />does not have a bearing. <br /> <br />Mr. Phillips stated that he is not questioning the procedure, he is questioning <br />saleability of his property until landfill problems are solved. He also <br />noted that Mel Allen of First National in Anoka has conducted two appraisals <br />of the property and those appraisals were $50,000 less than Ramsey's appraisal. <br /> <br />Councilmember Reimann stated that Mr. Phillips case should be reviewed and <br />an adjustment made. As far as setting a precedent or obligating the City <br />to review all properties within the area, Mr. Phillips approached the Board <br />of Review, stated his case, he does have a problem and the Board of Review <br />took action. <br /> <br />Motion by Councilmember Reimann to decrease the market valuation for Mr. A1 <br />Phillips to $700,000 for combined land and principle land building is located <br />on and building, excluding that land that is located within the moratorium. <br />Further, that Mr. Phillip's valuation be frozen at $700,000 until the landfill <br />matter is resolved. <br /> <br />Councilmember Van Wagner seconded the motion. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Van Wagner, Reimann <br />and Sorteberg. Voting No: Councilmember Schlueter. <br /> <br />Case #7: A1 Bullick - 555 127th Avenue N.W. - Coon Rapids <br /> <br />~Ir. Bullick stated that he is attending the Board of Review as a realtor <br />and has land for sale in Ramsey's industrial area and inquired as to the <br />trend of the taxes. <br /> <br />Mr. Wirz stated that market valuation has not increased this year and that <br />the City cannot provide any information regarding mil rate and State law. <br /> <br />Mr. Bullick stated that he 3 years ago he approached the County and protested <br />his taxes and the County tripled a lot of his properties and he will not <br />protest anymore. <br /> <br />Mr. Starkey stated that Mr. Bullick's questions cannot be answered until <br />legislature is finished with their proposals. <br /> <br />Case #8: Arnie Cox - 17705 Nowthen Blvd. N.W. <br /> <br />Mr. Cox stated that the City of Ramsey has requested County to note previous <br />year's valuation on their cards that they send out. <br /> <br />BoR/May 17, 1983 <br /> Page 3 of 5 <br /> <br /> <br />
