Councilmember Sorteberg stated that the valuation cards are a waste of time
and money.

Mr. Cox stated that he would appreciate City Council supporting past documenta-
tion and requesting the County to make the statements more understandable to
the public.

Mr. Cox stated that Mr. Phillip's brought up some good points. Everyone
wants to operate a business in their home at the expense of persons like Mr.
Phillips who operate in an industrial/commercial area. Current sales in
the area are not a true picture of what is happening and yet those sales
are used as a guideline in setting market value. The biggest problem is
the rising cost of government and these rising costs are killing businesses.
Another irritating subject is fiscal disparity, it comes back to the City
to benefit residential and not business.

Mr. Starkey stated that changing the valuation notices requires computer
programming at $400/hr. People talk about saving money with one hand and
with the other hand they are requesting more information. Postage only
for these valuation notice cards is $10,000. It is State law that we
provide these valuation notices,

Motion by Councilmember Reimann and seconded by Coun¢ilmember Schlueter to
request that the County provide the previous year's valuation on the
valuation notices.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Schlueter and Van Wagner. Voting No: None.

Case #9: Jeanne Wallsko~ - 15241 Iguana

Jeanne Wallskof stated that she feels-her valuation is too high in comparison
to her neighbors and that if the reason for the difference is that her home
is brick she doesn't feel it is fair as brick is only $2000 more than steel
siding. She also noted that it is only 2 bedrooms, 1 bath~ no driveway or
yard and an unfinished lower level.

Motion by Councilmember Reimann and seconded by Councilmember Van Wagner
authorizing the City Assessor to revaluate the property of Jeanne Wallskog,
document it as being up to date and correct and if Jeanne Wallskog does not
agree with the results of the re-evaluation she can approach the County.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Schlueter and Van Wagner. Voting No: None.

CITIZEN INPUT

Mr. Arnie Cox - Regarding Ramsey's assessing policy, sales in the area are
inflated transactions and not necessary what transpires between two parties.

Mayor Gamec noted that if interest was lower and financing easier, those
same properties would probably sell for more than what they did.

Mr. Starkey stated that everyone says "the County did this" and the "County
did that" and our answer to that is the "State does this" and the "State does
that". If County ratio is too low, we hear from the State.

BoR/May 17, 1983
