Councilman Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION 80-1 <br /> <br />RESOLUTION STATING THE CITY OF RAMSEY'S POSITION ON THE UNFAIRNESS OF <br />THE STATE TAX STRUCTUR~[ ON CO~CIAL AND INDUSTRIAL BUILDINGS AND LAND <br />AND BARE PLATTED LAND (.RESIDENTIAL, COI~RCIALAND INDUSTRIAL LOTS) <br /> <br /> WHEREAS, the Board of Review, City of Ramsey, Anoka County, <br />State of Mir~nesota feels that the present laws governing real estate tax <br />valuation and how it is established is unfair and also how it is applied <br />to commercial and industrial facilities and bare residential, commercial, <br />and industrial platted lots, <br /> <br /> WHEREAS, the Board of Review, City of Ramsey, Anoka County, <br />State of Minnesota, feels that the present laws are not flexible enough <br />to react to current economic conditions, and <br /> <br /> WHEREAS, the Board of Review, City of Ramsey, Anoka County, <br />State of Minnesota, feel that the area wide tax applied to commercial and <br />industrial facilities is extremely unfair in the outer tier suburbs where <br />no benefits are derived such as sewer, transportation, etc., and <br /> <br /> WHEREAS, the Board of Review, City of Ramsey, Anoka County, <br />State of Minnesota, at the Board of Review meeting of 1980, the business- <br />men of this community pointed out how in these inflationary/recessionary/ <br />stag flationary period the state laws establishing the principles used to <br />create market valuation on commercial and industrial buildings and land <br />and bare platted land (commercial, industrial and ~esidential) creates <br />unreasonably high market values on properties in the small business man's <br />world. This is putting him eitlher out of business or stopping him from <br />expanding, and <br /> <br /> WHEREAS, the Board of Review, City of Ramsey, Anoka 0ounty, <br />State of Minnesota, in a thorough review of how %he assessors arrive at <br />'the market valuation of real estate property that the State laws that es- <br />tablished the assessing procedures has determined are not in step with <br />'the fast moving economic situation that confronts us. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF REVIEW, CITY OF RAltSEY, <br />STATE OF MINNESOTA, as follows: <br /> <br /> 1) The Board of Review hereby directs the City Assessor <br />of the City of Ramsey to reduce the land and building valuation es- <br />tablished for 1980 to 70 percent of the difference between the 1980 and <br />1979 valuation on the following types o~ land/building bare land: <br /> <br />a) Commercial buildings and land <br />b) Industrial buildings and <br /> <br /> <br />
