Community Development Director Gladhill indicated the Commission could table action on this <br />item to allow staff to gather this information. <br />Commissioner Brauer believed the Commission needed to make a decision on whether or not it <br />was going to stand firm on the density of 15 units per acre. <br />Commissioner VanScoy stated he could not support more than 15 units per acre within the <br />development. <br />Vice Chairperson Bauer reviewed the actions available to the Commission. <br />Community Development Director Gladhill encouraged the Commission to keep in mind the <br />density of the three surrounding blocks of development and noted only this block was proposed <br />to be over 15 units per acre. <br />Mr. Surell discussed how the plat was originally developed and noted how City requirements had <br />changed over the past 15 years. He encouraged the Commission to consider the overall big <br />picture for the development and not as a single piece. <br />Community Development Director Gladhill reviewed the aerial picture of the Horton <br />development and pointed out the greenspace for the Planning Commission. <br />Commissioner VanScoy wanted to see the densities of the previous developments in order to <br />understand the entire project better. <br />Vice Chairperson Bauer sensed that the Commission did not have enough information to make a <br />decision this evening. He recommended the Commission make a motion to table action to the <br />May meeting. <br />Motion by Commissioner VanScoy to table action on this item to the May 5, 2016 Planning <br />Commission meeting. The motion failed for lack of a second. <br />Further discussion <br />Commissioner Nosan wanted to see each of the phases flow nicely into each other. She did not <br />see a problem with the proposed preliminary plat. <br />Commissioner VanScoy explained the Planning Commission had to enforce City Ordinance and <br />did not want to see this development set a precedent. <br />Commissioner Andrusko believed the development did lack greenspace. He hoped the plans <br />could be redrawn to include a play area for small children. <br />Commissioner Brauer agreed the development needed additional greenspace and recalled this <br />was a concern from the previously approved plat. <br />Planning Commission/April 7, 2016 <br />Page 5 of 14 <br />
