Page 3 <br />Regular Planning & Zoning Meeting <br />June 4, 1979 <br /> <br />Mr. Crawley indicated that he would have a bobcat, tractor and just enough <br />equipment necessary to the operation of his business and that he is not <br />a landscaping contractor. <br /> <br />Considerable discussion was held regarding the access road easement. <br /> <br />Art Dunn and Kathy Schneider said they did not see why Mr. Crawley would <br />have to provide a street eas ~e~ent, when the original owner still has property <br />that abuts the street and has been providing access to the street. <br /> <br />Motion by Art Dunn, seconded by Kathy Schneider to recormmnd to the <br />City Council that Mr. Clarence Crawley be granted an Urban Development Permit <br />to operate Lee's Landscaping Nursery, subject to the following: <br /> <br /> 1. Landscaping for screening along County Road 5 will be required. <br /> 2. Additional parking spaces to be provided to the South of the <br /> area shown on his plan - said additional parking area can consist <br /> of sonmthing other than bituminous paving and will be used as an <br /> overflow parking lot. <br /> 3. Office building sq~m_re footage be increased to a minimum of 2,000 <br /> square feet by the addition of a greenhouse. Said greenhouse to <br /> be shown on Mr. CraWley's plan. <br /> 4. Granting of a variar~ce from Section 170.015D that requires him_ <br /> to show design configuration of adjacent properties and accept <br /> the access as shown eliminating the 33 foot road easen~nt. <br /> 5. Storage or parking of vehicles and equipment will be in the <br /> southwest corner of the property and properly screened. <br /> 6. Pallets are to be stored in the back of the building until they <br /> are picked up. <br /> 7. No permanent storags of refuse or scrap on the property will be <br /> allowed; further, two weeks from the time sonmone notices refuse, <br /> it is to be removed.~ <br /> 8. Mr. Crawley must enter into a development contract or permit with <br /> the City of P~msey <br /> <br />Motion carried. 4 - 1. Gerry Zinnmnnan voted naye because he is opposed to <br />the roadway, he feels the roadway should be located on the north side of the <br />property to minimize access points onto County Road No. 5. <br /> <br />Item No. 2 PRELIMINARY PLAT APPROVAL FOR CASE OF ED KI.MMISH, "TRO%T BROOK ESTATES" <br /> <br />It was noted that Trott Brook Estates was formerly called Ed Klemish Sketch Plan. <br />Engineer Rmatikka reviewed his report concerning this ~plat with the Commission. <br /> <br />He noted that a drainage easement is shown but it is included as part of the park <br />land, therefore, the area available for park as shown on the preliminary plat is <br />1.5 acres or 5 percent of the gross' area. <br /> <br />Discussion was held regarding the Engineer's Report. <br /> <br />The P & Z Conmission feels it would be to the City's advantage to grant a <br />variance to Item No. 4 regar~ding the cul de sacs because it is necessary for <br />natural extension of the streets in the future. <br /> <br /> <br />
