Councilmember Kuzma suggested using plastic strips in the doorways to help mitigate the cold <br />weather and noise. <br />Fire Chief Kohner replied the strips could be a viable solution. Without seeing the site, and <br />knowing how many doors are involved, it is hard to know what the requirements will be. There <br />is a calculation that will help determine how many doors would need to be changed. <br />Councilmember Williams stated she would like to hear that the applicant is willing to work with <br />the staff so Council can approve the permit with conditions. His willingness to work with the <br />City would be received favorably. <br />Mr. Wattenhoffer stated he would comply with the requirements. <br />Councilmember Shryock inquired what the future would be, since this permit is only for this <br />coming weekend. <br />Community Development Director Gladhill explained the Assessor is going to look at the <br />property to make sure it is zoned correctly. Staff will consider the steps to take once the zoning <br />is verified. <br />Mayor Strommen stated there is another component to this item that is to be considered. It is the <br />request that the band play until midnight. This is a deviation from City Code. Council has <br />granted a midnight time in the past, with the condition that if there are complaints the music <br />would be turned down. <br />Community Development Director Gladhill pointed out this is indoors, and there is a stage and a <br />commercial light system. The City Clerk and the Police Chief are both comfortable with the <br />midnight timeframe. <br />Mayor Strommen said she has no trouble with the timing. <br />Motion by Councilmember Kuzma, seconded by Councilmember Williams to approve the <br />Special Events Permit request of Mr. Nathan Wattenhoffer at 17131 Baugh Street NW, for live <br />music, subject to the four conditions being met prior to the event, including installing exit signs, <br />installing emergency lighting, having a proper egress, and fire extinguishers. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Williams, <br />LeTourneau, Riley, and Shryock. Voting No: None. Absent: Councilmember Johns. <br />Motion by Councilmember Kuzma, seconded by Councilmember Williams to approve allowing <br />the band to play until midnight. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Williams, <br />LeTourneau, Riley, and Shryock. Voting No: None.
