4. CONSENT AGENDA <br />Mayor Strommen noted Item 4.02: Schedule Public Hearing to Consider Adoption of 206-2020 <br />Capital Improvement Plan (CIP) will be pulled from the Consent Agenda. The Council met in a <br />Work Session prior to the Council meeting and requested changes to the document. Those <br />changes will be reviewed and the document presented at a later date. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau to approve the <br />following items on the Consent Agenda as revised to remove Item 4.02.: <br />4.01: Receive March 2016 Financial Reports — General Fund and Enterprise Funds <br />4 02—�Schedule P blic u t„ Consider n doption of 206 020 Capital Impr Plan <br />C� <br />4.03: Approve the following Meeting Minutes: <br />1) City Council Work Session dated April 12, 2016 <br />2) City Council Regular dated April 12, 2016 <br />4.04: Approve Licenses: <br />Tobacco <br />Ohm Premier Vaping LLC dba Vaping/eCig Shop/7876 Sunwood Dr NW <br />Peddler/Solicitor/Transient Merchant <br />Winta Ice Cream/11328 89th Avenue N <br />4.05: Adopt Resolution #16-04-079 Approving Cash Disbursements Made and Authorizing <br />Payment of Accounts Payable Invoicing Received During the Period of April 7, 2016 <br />through April 20, 2016 <br />4.06: Adopt Resolution #16-04-077 Approving Partial Payment and Change Order #1, #2, and <br />#3 to Brennan Construction of MN, Inc. for IP #14-30 Fire Station #2 <br />4.07: Adopt Resolution #16-04-078 Proclaiming April 29, 2016 as Arbor Day, and the Month <br />of May as Arbor Month <br />4.08: Adopt Resolution #16-04-084 to Hire Seasonal Public Works Maintenance Workers and <br />Temporary Interns <br />4.09: Adopt Resolution #16-04-083 Declaring May as Building Safety Month <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Riley, <br />Shryock, and Williams. Voting No: None. Absent: Councilmember Johns. <br />5. APPROVE AGENDA <br />City Administrator Ulrich noted Item 7.2 considering Adopting Resolution #16-04-062 <br />Approving a Joint Powers Agreement with the City of Anoka for Sanitary Sewer Service, will be <br />removed. The City of Anoka has withdrawn their request for this action. They will attempt to <br />provide this service through the City of Anoka. However, Item 7.1 Consider Advisory Response <br />to City of Anoka Regarding Site Plan Approval at 6058 Highway 10 NW for Relocation of <br />Riverplace Counseling, will still be discussed <br />Motion by Councilmember Shryock, seconded by Councilmember Kuzma, to approve the <br />agenda as amended. <br />City Council / April 26, 2016 <br />Page 3 of 13 <br />
