ADMINISTRATOR NERESON <br /> <br /> CRITIQUE <br /> <br />Ramsey Planning & Zoning Commission Meeting <br />December 5, 1977 <br />7:30 P.M. <br /> <br />Ramsey Elementary School <br /> <br />ITEM NO. 1 REPORT ON FAYE CONSTRUCTION SKETCH PLAN <br /> <br />I spoke with Mr. Cliff Aichinger, Critical Rivers <br />Coordinator regarding proposed zoning changes for the <br />Faye Construction Sketch Plan. The zoning request by <br />the applicant would move the zoning line closer to the <br />river within the~Critical River boundary. Any zoning <br />action of this type, it would be necessary to receive <br />approval from the E.Q.C. and the D.N.R. I suggested <br />to him that the zoning shift would still leave the <br />commercial line approximately 500 feet, this should <br />be verified by the applicant, so that the commercial <br />activity would remain well away from the actual river <br />basin itself andiadequately provide for line-a-sight <br />protection of the river. It is my opinion that the <br />Critical Rivers designation and the interests of the <br />Department of Natural Resources are to protect bank <br />development or shoreline development of rivers and <br />if adequate line-a-sight protection from the actual <br />river basin is provided we could expect a fair review <br />from the E.Q.C. and D. N.R. In my opinlon we should, <br />if the applicant.so desires, proceed with a rezoning <br />action, take our formal action and forward the pro- <br />posal on to the D.N.R. and E.Q.C. for their review. <br />This action can ~e done now as a separate request or <br />as Mr. Aichinger'indicated could be done at the time <br />of the city plan submission. <br /> <br />ITEM NO. 2 BARTHELS RUM RIVER ACRES SECOND ADDITION <br /> <br />PUBLIC HEARING - 8:00 p.m. <br /> <br />The report on the preliminary plat was reviewed at the <br />last meeting. This is the required public hearing under <br />ordinance 75-5. I spoke with' City Engineer, Peter <br />Raatikka, in which he indicated he had met with the <br />developers, surveyor and engineer concerning some in- <br />formation that has not been supplied as yet. I believe <br />this was soil borings and other engineering details the <br />applicant should be questioned as to the status of all <br />information. <br /> <br />ITEM NO. 3 ARNOLD BETTINGER REZONING REQUEST, PUBLIC <br /> <br /> HEARING - 8:30 p.m. <br /> <br />This hearing will not be called since Mr. Bettinger has <br /> <br /> <br />
