P &Z -3- <br />10/3/77 <br /> <br />and there has been conflict, they are planning on relocating. The <br />dogs have been shown by their children for the last three years <br />as a hobby. Their request is for a temporary permit until they <br />move to prevent violation of the City Ordinance. Mr. Ken Wagner, <br />8410 156th NOW., stated his complaint was of their collie barking <br />during the day and two goats'whiCh are kept on the property. <br />Mr. Wagner asked exactly how many animals there were on the premises. <br />Mrs. Mannie explained they had 8 dogs, 2 kittens, 2 goats, and <br />puppies for a total of 17 animals. Mr. Robert Stelling-8421 156th <br />Avenue explained his complaint was with the collie barking during <br />the day. Mrs. Mannie assured him that they have taken care of the <br />problem. Mrs. Stelling asked how soon they planned on moving and Mrs. <br />Mannie said they would be moving as soon as possible and that their <br />house was already listed with a realtor. Mrs. Bill Aydt, 14964 Nowthen <br />Boulevard stated that she wasn't familiar with this particular situ- <br />ation, but sympathized With families who moved to Ramsey because <br />of raising animals and then were forced to move by increasing <br />population. Mr. Wagner asked what they were going to do about the <br />goats and Mrs. Mannie said the goats would be kept in the backyard. <br />Art Dunn explained that both the Mannies and their neighbors had <br />certain rights and hoped a suitable agreement could be reached. <br />Mrs. Mannie explained that the dogs are kept inside at night and <br />the neighbors agreed that there wasn't a problem with barking <br />at night. During the'day the dogs are kept in 4 runs with 2 dogs <br />per run. Public hearing closed. <br /> <br />Motion by Art Dunn, seconded by Jerry Zimmerman to recommend to <br />the City Council to grant a Conditional Use Permit for a Private <br />Kennel license to Paul and Lucy Mannie, 8401 156th Avenue N.W. <br />for 8 dogs for a period of time not to exceed six months with the <br />condition that the dogs are kenneled or restrained during the day <br />and kept in the house at night. 6 - 0 <br /> <br />Item 4. William Aydt~ request 'for rezoning. <br /> <br />Mr. & Mrs. Aydt were present to explain their plans for an <br />addition and fixing up the inside of his building with later <br />remodeling the exterior to complement the house. Mrs. Aydt <br />explained that they were concerned about being able to rebuild <br />in the event their present facilities were ever completely destroyed. <br /> <br />A1Sorteberg said that he was aware that this request had been <br />made at least two years ago. Motion by Ron West, seconded by Ken <br />Peterson to recommend to the City Council that~he William Aydt <br />property, 14964 Nowthen Boulevard be changed in the Urban Planning <br />District Study from UR to UMB rezoning. The reason being the pro- <br />perty is an established bUsiness and should have been included in <br />the Plan. 6 - 0 <br /> <br />Item 5. Raynold Sanderson &'Jim Kappelhoff, variance request. <br /> <br /> Mr. Howard Triggs and Mr. Raynold Sanderson were present to request <br /> a variance to enable Mr. & Mrs. Kappelhoff to build a house on a <br /> piece of property without frontage on a public road and a proposed <br /> access of 66 foot private easement of Over 1/4 mille long. In dis- <br /> cussion mem. bers of the Planning & Zoning Commission explained the <br />problems of this type of access to Mr. Triggs, Mr. Sanderson and <br /> <br /> <br />
