Public Hearing <br />June 30, 1977 <br />Page Six <br /> <br />John }~ubbard, 14963 Sunfish Lake Blvd., wants to know the reasoning for the quarter <br />acre lot size. He expressed Concern over losing that quality of living that he <br />moved to Ramsey for. Mr. Steffen explained that we are trying to develop a center <br />in just one area and not all OVer thew hole community. <br /> <br />Mary Mubbard, 14963 Sunfish Lake Blvd., asked if there was some way to get this <br />rezoned to Urban Existing Residential. She said that the lake is too small to <br />support quarter acre lots. <br /> <br />Nr. Steffen explained that the first place sewer is needed is around the lake <br />and. he said the way to be able to afford to do this is to make smaller lots. He <br />explained to the Hubbards that they or their neighbors may not be able to afford <br />sewer on large lots. <br /> <br />Attorney Goodrich told them that if they do not own most of the land around the lake, <br />it would be hard for them to request it be preserved as they are not paying the taxes <br />on it. <br /> <br />Mr. Mereson said the~ the one-acre lots around the lake are, or will be, available <br />for subdivision. Hamsey Terrace, for instance, will pnobably end up in 1/2 - 1/4 <br />acre lots when sewer is available. <br /> <br />Ruth Weast, 17510 Chameleon, c~mmented that she moved to Ramseybecause she likes <br />open spaces and doesn't like l~ts of commercial development. She said she is all <br />for keeping the wild type of environment. <br /> <br />Mr. Nugent, 6165 Greenvalley Road, asked that if this proposal goes into effect, when <br />will that be? Attorney Goodrich said ideally August 1. After Planning, it goes to <br />City Council. Then we must ta~e input from the citizens for consideration. He <br />explained that the Planning Commission may want some changes and City Council may <br />want some changes and it all takes time. He repeated that it wX[1 not be before <br />August 1st. <br /> <br />Arthur Dunn commented that zne ~ould get the impression that certain soil tests <br />are not required for plats. Beb Isakson said they are not required unless there <br />is some doubt in the inspector's mind as he is inspecting it. Nr. Dunn thinks it <br />is w~.eng to say that a perc test or soil boring is optional. He said that you <br />can't make assumptions what the land is like 5 or 6 feet down by looking at maps <br />or standing on the soil. He said that the costs of the tests, he feels, far out- <br />weigh the costs of a new sewagelsystem and new carpeting because of a poor system. <br /> <br />Dennis Downhour, 15130 Waco, said he has had problem with water in his basement <br />and with a lake in his yard in the spring of the year and feels he will need a new <br />system by winter. <br /> <br />Arne Cox, 17705 Nowthen Blvd., commented that some county agencies in the past <br />should have assumed some better responsibility in reviewing this situation as <br />was desired on the City level, ~ut that they did not. <br /> <br />Dick She siad that future homeoWners are protected by the ordinance by requiring <br />perc tests on the individual. He said a pete test would be appropriate for every <br />buildable lot before it is approved. <br /> <br /> <br />
