Review File: Rum River on the Green <br />Sketch Plan/Final Plat/Easement Vacation Request <br />April22, 2016 <br />Page 3 of 4 <br />Wetlands: The site contains several areas of existing wetlands. The Wetland Conservation Act (WCA), <br />enacted by the State Legislature, prohibits certain activities from occurring within a wetland, including <br />draining, filling and excavating. In order to ensure compliance with the WCA standards, silt fencing along <br />the delineated boundary of wetlands (or along the sixteen and a half foot [16.51 wetland setback line) will <br />need to be installed and maintained throughout the duration of construction, including the final landscape <br />improvements on the newly created lot. This will be instrumental in preventing fill (topsoil and sod) from <br />being placed within the delineated boundaries of a wetland. <br />Easements: All existing easements on the property will be vacated, contingent upon the recording of the <br />Final Plat. The Final Plat will need to dedicate new drainage and utility easements over delineated wetlands <br />(extending sixteen and a half feet [16.5'] beyond the delineated wetland boundary) and around the perimeter <br />of both lots. Drainage and utility easements must be ten (10) feet in width abutting dedicated right-of-way <br />and unplatted parcels, and five (5) feet in width along all common property lines being platted. It appears <br />that the proposed easements are sufficient; however, it would be preferable to have the underlying existing <br />easements removed from the Final Plat prior to recording. <br />Utilities: Both the existing home and the newly created lot will be served by individual wells and septic <br />systems. Soil borings have been submitted. Based on the depth of mottled soil, it is likely that a mound <br />or partial mound system (or equivalent) may be necessary to comply with MN Rules Chapter 7080. <br />Development Fees. The Applicant will be responsible for Development Fees for the newly created lot. <br />The following Development Fees are applicable: Park Dedication ($2,700), Trail Development ($725), <br />and Stormwater Management ($459). These fees shall be paid to the City prior to the release of the Final <br />Plat for recording. <br />
