Expans io-~: March _!.7 1987 (WMMI), Vertical Per the Council s request, we have :reviewed the proposal of WMHI relating to the3r vertical expansion and the establishment of a 10 acre ski hill oh the northeast slope of the landfill. We submit the following for your conside~a'h'i, on. I. PERMIT PROCESS In order to receive ve:'(:,ical expansion permission, WM~I will need to apply for and receive a conditional use permit (CUP), a mining permit and an environmenhal permit, all from the City of Ramsey. All of these permits, ~s you know, require certain application procedures and public i~earings before the same can be granted. The Council~. should thecefore be very careful to not make any committments relating ~o the granting or denial of the required permits until the ordi,:~ance procedural requirements have been fulfilled in regard to each permit. At the March 19, 1987 :~]eeting with Dave Hartley, Merland Otto and Don Otter, WMMI, ~'{MiIi' ~ position is that WMMI prefers to work with host communities, howe?er, he believes that local permits and approvals are not nece~sarily required for the landfill expansion or a new la~dfill site. Nevertheless the '' ~' , {,oun,~3,} is obligated to follow the City's permit procedures as o',dgJ, ned in local ordinances. In addition~ as the Co:~.n¢:il is aware, the Airport Zoning Ordinance now under co}~sJderation for adoption would require an Airport permit for any landfill expansion. This permit would also require a hearing process similar to the CUP process. Also, the Airport Zoning Ord:nance as proposed specifically prohibits any additional landfill', expansion.
