CITY OF RAMSEY <br /> <br />PROPOSED CONDITIONAL USE PERMIT <br /> GRADING AND EXCAVATION <br /> GILBERT MENKVELD <br /> <br />On May , a conditional use permit was issued to Gilbert Menkveld to grade <br />and excavate on the property legally described as follows: <br /> <br />The Northwest Quarter of the Northeast Quarter of Section 28, Township 32, <br />Range 25, Anoka County, Minnesota. Subject to easements of record. <br /> <br />-and- <br /> <br />The Northeast Quarter of the Northeast Quarter of Section 28, Township 32, <br />Range 25 (except 9450 together with an easement for roadway purposes over <br />the South 33 feet of the tract herein excepted (Except 9500) (Except <br />#605), Anoka County, Minnesota. <br /> <br />This permit is issued pursuant to Section i70.013D of the Ramsey City Code. <br />This conditional use permit is perpetual in its duration so long as the <br />conditions imposed herein are complied with. The conditions of this permit <br />area as follows: <br /> <br />A phasing plan and restoration plan shall be provided and following to <br />minimize wind and water erosion of the site and which plan shall not <br />allow for more than five acres to be exposed at any one time. Said <br />plans are attached hereto and incorporated herein as Exhibit A. <br />t~estoration as used herein shall be defined as meaning grading and top <br />soil replacement and grass seeding such that turf is established which <br />will prevent water and wind erosion. <br /> <br />No hauling shall be allowed on any residential streets. 0nly State, <br />County or Municipal State Aid Streets constructed to 9 ton standards <br />shall be used as haul roads. <br /> <br />3. All final slopes shall be less than four feet horizontal to one foot <br /> vertical (4:1). <br /> <br />4. The hours of the grading and excavation operation shall be limited to <br /> the following: <br /> <br />No more than five acres of the site shall be excavated at any one time <br />and the remainder of the site shall be completely restored before <br />commencing any new operations on the site. Mr. Menkveld or his <br />representative shall notify City staff for inspection of the site <br />prior to commencing operations in a new area on the site. <br /> <br />A performance bond in the amount of $7,500.00 shall be filed with the <br />City to cover any screening, buffer and turf establishment and costs <br />incurred in the restoration plan. This bond shall be kept current <br />until final completion of the grading and excavating operation. <br /> <br /> <br />
