CITY OF RAMSEY <br /> <br /> PERMIT <br />FOR IMPORTING & STOCKPILING TOPSOIL <br /> <br />On June 4, 1987, a conditional user permit was issued to Gilbert <br />Menkveld to grade and excavate on the property legally described <br />as follows: <br /> <br />The Northwest Quarter of the Northeast Quarter of Section 28, <br />Township 32, Range 25, Anoka County, Minnesota. Subject to <br />easements of record. <br /> <br />and <br /> <br />The Northeast Quarter of the Northeast Quarter of Section 28, <br />Township 32, Range 25 (except #450 together with an easement for <br />roadway purposes over the South 33 feet of the tract herein <br />excepted (Except #500) (Except #605), Anoka County, Minnesota. <br /> <br />That permit was issued pursuant to Section 170.013D of the Ramsey City <br />Code. This conditional use permit is perpetual in its duration so <br />long as the conditions imposed in the permit were complied with. In <br />addition to the grading and excavation permit, the property owners <br />have applied for and have been issued this permit for importing and <br />stockpiling topsoil. The conditions of this permit are as follows: <br /> <br />1. The source of material shall be General Mills property at <br /> Hwy. 12 and County Rd. 18 in Golden Valley. <br /> 2. The intended final use of the material shall be topsoil. <br /> 3. If the proposed use is for topsoil, the material shall meet <br /> the requirements of pH and organic matter in Section 3877 of <br /> the current Mn/DOT Standard Specifications for Construction. <br /> An analysis of the pH and organic matter must be submitted on <br /> each source of material and the gradation requirements must <br /> be generally met after the material is incorporated into the <br /> soil or as approved by the City Engineer. The corporation of <br /> the import material with the existing soils shall be limited <br /> to the top one foot of material. <br />4. The proposed location of the stockpiles shall be as shown on <br /> the phasing and site plan and shall not be placed so they <br /> block drainage. <br />5. If the stockpiles are to remain longer than six months, they <br /> shall be graded and established with vegetation. All <br /> stockpiles shall be moved prior to acceptance of the grading <br /> on the entire piece of property. <br />6. Erosion from wind and water shall be controlled as required <br /> by the city Engineer. <br />7. No hauling of import material shall be allowed on any <br /> residential streets. Only State, County or Municipal State <br /> Aid Streets constructed to 9 ton standard shall be used as <br /> haul roads. <br /> <br />lof3 <br /> <br /> <br />
