DATE
PROJECT. TITLE
ESCROW #
DEPARTMENT:
TECHNICAL REVIEWER:
CITY OF RAMSEY LAND USE APPLICATION
TECHNICAL REVIEW FILE
3/22/16
REVISED: DUNE 24, 2016
PROJECT TBD
ADDRESS
THE STATION (PROJECT #16-09)
115142
Community Development: Planning Division (Landscape Plan & Environmental
Resources)
Name: Chris Anderson, City Planner
Phone: 763-433-9817
Email: canderson@citvoframsev.com
We offer the following comments regarding the Landscape Plan prepared by James R. Hill, Inc.
and dated March 7, 2016, revised June 3, 2016:
• Proposed species are generally acceptable. While the proposed species for E. Ramsey
Parkway (a Parkway Street) and Rhinestone St (a Connector Street), swamp white oak
and bur oak respectively, differ from the approved list, the species are acceptable and
pending City Council approval.
• No plantings shall be located within the vision clearance triangle as defined within City
Code Section 117-348. The Landscape Plan appears to comply with this standard.
• Many of the planting locations are fairly narrow and bordered by impervious surfacing.
It will be imperative to design and install an irrigation system that will minimize 'wasted
water'. Alternative system features, such as drip and/or micro irrigation designs should
be considered. The irrigation design should be submitted for review prior to obtaining
the Irrigation Permit. A note to this effect shall be added to the Landscaping Notes on
page 7.11.
• The project is subject to the City's topsoil requirement, which states that all disturbed
areas not otherwise improved with walkways, driveway, home and other impervious
surfacing, shall receive four (4) inches of topsoil meeting the City's topsoil
specification, including boulevard areas. A topsoil inspection is required prior to
landscaping being installed and copies of the load tickets are required as well. This is
reviewed at time of Building Permit Application and request for Certificate of
Occupancy. Please update the Landscape Installation Notes to include this requirement so
that your landscape contractor is aware of it.
• For energy efficiency purposes, consideration should be given to redistributing the
internal tree plantings so that more are in front of the south facing buildings. This will
provide shade in the summer months and allow more sunlight in during the winter
months. Again, this would not require more plantings but would simply reposition
several of the trees on site to provide more shade. This was a recommendation from
the City's Environmental Policy Board.
