Leveraging <br />opportunities to align planning among public entities can help stretch scarce resources and <br />create more predictable funding expectations for high -priority projects. <br />HUD requires all state, county, and local recipients ofC[}BG.HOME, Emergency Solutions <br />Grants, and Housing Opportunities for Persons with AIDS (HOPWA) funding to produce a <br />Consolidated Plan for their respective jurisdictions every five years. According to HUD, the <br />Consolidated Plan serves as the comprehensive housing affordability strategy, community <br />development plan, and submission for funding. Additionally, the State of Minnesota's <br />Consolidated Plan —led by [}EE[} and Minnesota Department ofHuman Servioeo/DHS\ in <br />coordination with Minnesota Housing —also covers the seven -county area. <br />Jurisdictions preparing Consolidated Plans must consult with other public and private <br />agencies that provide assisted housing, health services, and social and fair housing <br />services. More specifically, jurisdictions must consult on strategies and services benefitting <br />children (including removal of lead -based paint hazards), elderly persons, people with <br />disabilities, people with H|\VA|DS and their families, and people experiencing homelessness. <br />Jurisdictions must also: <br />• Notify adjacent local governments of priority non -housing community development <br />needs. <br />• Submit the non -housing community development plan to the state, and, if the jurisdiction <br />iuoC[}BGentitlement grantee other than onurban county, tothe county. <br />• Consult with adjacent units of local government, including local agencies with <br />mSd[np0|it8n-vvid8 planning responsibilities, particularly for problems that Q0 beyond 8 <br />single jurisdiction. <br />• Prepare a metropolitan -wide strategy for addressing the needs of persons with HIWAIDS <br />and their families living throughout the statistical area. (This applies to the largest city <br />in each eligible metropolitan statistical area that is eligible to receive a HOPVVAfornnu|a <br />8U0C8ti0n.) <br />• Consult with the local public housing agency about public housing needs and planned <br />p[0g[8nnS and activities, including description of the nn8nn8[ in which it will 8dd[8SS the <br />needs ofpublic housing. <br />The Consolidated Plan is supplemented annually by an Annual Action Plan, which is defined <br />by HUD as a concise summary of the actions, activities, and the specific federal and <br />MD:mwnciRle!�: AdvancinoiWegration.collaboration and acmom*t�thi|wv <br />
