DONALD VOLNER - REQUEST FOR CONDITIONAL USE PERMIT TO OPERATE A GREENHOUSE <br /> <br />This item was tabled from the last regular meeting to work out the terms <br />of the Agreement. <br /> <br />Motion by Ben Deemer and seconded by Gerald Zimmerman to re~on~mendi._apProval o£ the <br />Conditional Use Permit Request of Mr. Volner to construct a greenhouse <br />on his property at 8121 154th Avenue N.W. not to exceed 624 square £ee% <br />and recommending that the proposed agreement be approved by the' C±ty Comnc±l, <br />The agreement, Item 6~is to read that no advertising of plants for sale <br />at the greenhouse shall be conducted that include the address of th~ <br />business, i.g., in the newspaper, on roadside on premises etc. <br /> <br />Motion carried. 6 Ayes <br /> <br />0GREN - VICKERS SKETCH PLAN <br /> <br />Engineer Raatikka read his report noting that a lot of things-have been' <br />added since the sketch plan was initially submitted'to him bFthe' subdividers~ <br /> <br />Mr. Larry Koshak of HakansonAnderson Associates was present to review the <br />proposed subdivision with the Commission. <br /> <br />He said there are 97 acres total, 43 in the City of Ramsey~ Residential <br />lots are proposed along the river and in the middle for buffering from <br />the one acre commercial lots which are proposedalong Highway ~01. He noted <br />that 'the land will have to be rezoned for the residential area since it is <br />all business at present. The residential acres are 2½ acre m~nimum~ with <br />the understanding that this has to be approved wit~ the critical river area <br />ordinance and plan review by the Metro Council and EQB. <br /> <br />Access to Highway 10 was discussed. <br /> <br />Ron West inquired if there should be another access shown. <br /> <br />Engineer Raatikka recommended extending the cul de sac shown on the <br />east side to the east property line for future access. <br /> <br />Ben Deemer suggested that this plat be tabled until Alpaca Estates is <br />settled and until after the City has received approval from the Metro Council <br />and EQB on the lot sizes and other issues of the plan. <br /> <br />Mr. Koshak said they would like to develop the whole plan at one time, but <br />if need be they could proceed and just do the Elk River section. He said the <br />road construction etc., will be done with whichever City has the higher standard. <br /> <br />Engineer Raatikka asked what Elk River had said about maintaining of the roads <br />whenMr. Koshak presented his proposal to them. <br /> <br />Mr. Koshak said that nothing was concluded at that meeting regarding that issue. <br /> <br /> P&Z <br />February 4, 1980 Page 4 <br /> <br /> <br />
