4. Records and Monitoring <br /> <br />a) <br /> <br />Enter into an acreement with each of the civic <br />organizations operating a drop off or recycling <br />center so that weights or volumes of recycable <br />materials are reported to the city on at least a <br />semi-annual and annual basis. <br /> <br />b) <br /> <br />The City will maintain records on all City waste <br />reduction efforts which take place at the municipal <br />center (aluminum), the city garage (waste oil), or <br />other municipal properties. <br /> <br />c) <br /> <br />The Landfill Commission shall be charged with <br />monitoring the effectiveness of the overall <br />abatement program and shall report its findings and <br />recommendations to the City on a quarterly basis. <br /> <br />Household Hazardous Waste Collection <br /> <br />The City's Landfill Commission has had discussions with <br />MPCA representatives regarding a household hazardous <br />waste collection day. This is still in the early <br />formation stages but is anticipated to occur in <br />conjunction with the annual clean up week. While it is <br />not eligible for interim funding, matching grants are <br />available through MPCA. Communities that participate <br />in a HE~? collection day will be reqluired to share the <br />actual cost of the waste disposal from a collection <br />project cna 50/50 basis with the >iPCA. A legal <br />contract between the MPCA and its local partner will <br />define the responsibilities of each as well as the <br />financial arrangement for the collection. <br /> <br />~ MPCA' <br />_..e s goals for this program are: <br /> <br />"A!thouch %he i~ cci!eot!on days se~,e tc educate <br />~-~ic and remove some hazardous wastes__=-~.,.
