answer that q~estion.

Councilmember DeLuca stated that proceeding with airport improvements is
contingent not only upon the zoning but on AIP funds being available.
Councilmember DeLuca stated that the people are concerned with safety and
zoning is a way to address that concern.

Councilmember Cox noted that if this particular zoning plan doesn't pass,
then the airport cannot be expanded to fit into the zoning.

Councilme~,ber DeLuca stated that making a decision on whether or not the
airport will be improved and owned by the city based on whether or not the
zoning plan passes is making a decision without all the information; this
is why he is trying to separate the two issue and bypass a possible
referendum on zoning.

Mr. Otto stated that by April 1 of I988 all information gathered for tLe
environmental impact study, relocation plan and preapplicaticn for funds
should be compiled.

Mr. Hartley stated that his understanding of the situation is that Council
does want airport zoning in tact in some foz~ and does not intend to have
an advisory election on that issue; Council is not certain that the airport
should be expanded and become municipally owned because they don't have all
the information to make that decision. Council does want an advisory
election after all the information is gathered and everyone has had a
chance to review it.

Hotion by - '~ ~= '~ ~
~ Co~nc~._me .... r DeLuca and seconded by Councz~member ~erteberg to
schedule a tentative advisory election ~ate for June of 1988 on the
question of Gateway ko~h industrza!
