Preliminaw Plat Review: Ramsey Tow~ Center 4th Addition <br />June 11, 0_004 <br />Page 2 of 3 <br /> <br />145m Avenue. Staff is requesting that right of access along Sunwood Drive and Rhinestone <br />Street be dedicated to the City with this plat. The access shown on the plans will be the 'Only <br />access allowed ti'om Sunwood Drive to serve the parcel currently known as Outlot EE. A <br />shared access and cross-parking easement will be required for the two lots. <br /> <br />The plans call out sidewalk installed by others on Sunwood Drive and Per/dot Street. The <br />Ramsey Town Center LLC is installing temporaL'y walk along these streets. The walk will <br />need to be removed to allow construction of the building. The developer will need to <br />construct the pe~Tnanent sidewalk and include the adjacent streetscape elements identified in <br />the master development plan. The streetscape dements include light posts, trees and <br />in'igation. Detail on these elements will need to be included in the plans. <br /> <br />Construction' of 145°~ Avenue ~vill need to be completed as part of the site development. <br /> <br />Setback and Street Platting: The site plan is proposing to develop a building that will have a <br />zero lot line setback along Sunwood Drive. The preliminm? plat for Sunwo0d Drive shows 9 <br />feet fi'om the back of curb to the property line. The streetscape plan for Sunwood Drive will <br />inchtde boulevard trees and street lights within the sidewalk section, After review of the <br />streetscape plans along Sunwood Drive by the City's Public Works department it was <br />determined that 11 feet will be needed fi'om back of curb to the property line in order to <br />allow for snow removal equipmem to safely operate between the buildings and the boulevard <br />trees. This results in a need for Sunwood Drive to include 92 feet of right of way, or a 2 ibot <br />drainage and utility easement along the southern property line. There are two options to <br />accommodate the additional.2 feet of right-of-way needed. 1) Keep the building design as is, <br />with the zero lot line setback and reduce the 60 foot right-of-way requirement along 145th <br />Avenue b7 2 feet, resulting in a 58 foot right-of-way. 2) Reduce the building footprint by two <br />feet. [n this case, the City would require a 2 foot drainag9 and utility easement along <br />Sunwood Drive to provide for the needed maintenance space. It should be noted that in the <br />event the applicant would like to proceed with a reduction in right-of-way along 145th <br />Avenue, a variance will need to be processed. The preliminm7 plat will need to' be revised to <br />reflect the desired option. <br /> <br />Storm Water Management Fee. The City has enacted a Stormwater Management Fee and the <br />current rate is Tb2'ee Thousand Seven Hundred Forty One Dollars ($3,741.00) per acre. The' <br />amount of Stormwater Management Fee due on the 1.23-acre parce!.'?.Fom' Thousand Six <br />Hundred One and no Cents ($4,601). A cash payment will be required prior to the City <br />releasing the mylars for recording. ': <br /> <br />Sewer and l'I/ater D'unt~ Fees. Sewer Trunk charges within the City of Ramsey are <br />$3,204.00 per acre and Water Trunk Charges are $7,135.00 per acrel Therefore, sewer and <br />water trunk charges total $10,339.00 per acre. The amount of Sewer and Water Trunk Fees <br />due on the 1.23 acre parcel is Twelve Thousand Seven Hundred Sixteen Dollars and no <br />Cents. ($12,716.00). <br /> <br />2O <br /> <br /> <br />
