Town Center 4th Addition - Site Pian/NAU <br />June 11, 2004 <br />Page 2 of 6 <br /> <br />include boulevard trees and street lights within the sidewalk section. After review of the <br />streetscape plans along Sunwood Drive by the City's Public Works department it was <br />determined that 11 feet will be needed from; back of curb to the property line in order to allow <br />for snow removal equipment to safely operate between the buildings and the boulevard trees. <br />This results in a need for Sunwood Drive to include 92 feet of right of way, or a 2 foot drainage <br />and utility, easement along the southern property line. There are two options to accommodate <br />the additional 2 t'eet of fight-ot'-way needed. 1) Keep the building design as is, with the zero lot <br />line setback and reduce the 60 foot right-of-way requirement along 145tl~ Avenue by 2 feet, <br />resulting in a 58 foot right-of-way. 2) Reduce the building footprint by two feet. In ttzis case, <br />the City would require a 2 [bot drainage and utility, easement along Sunwood Drive to provide <br />for the needed maintenance space. It should be noted that in the event the applicant would like <br />to proceed with a reduction in right-of-way along 145th Avenue, a variance will need to be <br />processed. The preliminary plat will need to be revised to reflect the desired option. <br /> <br />Grading, Drainage and Utility Plan: We have reviewed the plans submitted [br this development <br />and offer the following comments. The project is part of Ramsey Town Center(RTC). The developer <br />of RTC has created a master stormwater treatment plan for the area and is providing stormwater ponds <br />for all properties in the development. Ei~ch individual developer is responsible for providing an on-site <br />Best Management Practice (BMP) to complement the overall stmTnwater plan. This BMP must be <br />approved by the city and can take the t'orm of a pre-treatment chamber, ie. Stormeeptor, Bay Saver,. <br />vortex separator, etc., pprous pavement or other treatment measure. <br /> <br />The parking lot grading must be revised in the area of the handicap parking stalls. Each accessible stall <br />must have an adjacent access aisle, the ADA code allows ~br sharing an aisle between two stalls. One <br />more access aisle must be added. The maximum grade across accessible stalls iS 2.0%. The cun'ent <br />grades exceed this maximum. <br /> <br />The adjacent streets are under construction at this time so establishing existing grades is a difficult <br />process. The grading plan must show the proposed street grades per the approved construction plans <br />and the proposed grades per the plan under review. Line weight and screening should be used to <br />differentiate the existing from the proposed on the plans. The cun'ent plans are all the same intensity <br />and difficult to interpret. <br /> <br />The grading plan has a note stating sidewalk grades may be above building slab elevation. Positive <br />drainage away from the building must be provide4 in all locations. Detail 'm,.ust be provided for areas <br />where the outside grades are higher than the floor slab. ~ <br /> <br />There is a storm sewer stub provided from Sunwood Drive. The plans for this development and the <br />preliminary plans for Outlot A of this plat both show connection to this stub. Sunwood Di4ve will be <br />concrete street so connection to the structure in the street will not be permitted after the street <br />constructed. The storm sewer plan must anticipate comxection of storm sewer from Outlot A and a stub <br />must be provided for this future connection. <br /> <br />3O <br /> <br /> <br />
