Also, at least one, and preferably a couple, additional shrub species should be included <br />to provide some species diversity and to butler against disease/pest outbreaks. <br /> <br />Finally, there are a couple of points of concern regarding the general location of street trees. First, no <br />trees can be planted within thirty-five (35) feet of the back of curb of any intersecting street. This is <br />something that wilt require attention in the field when the trees are installed. Additionally, no tree shall <br />be planted within fifteen (I5) feet of a hydrant. If a conflict does exist, the spacing of the trees may- <br />need to be adjusted or a tree(s) may need to be eliminated from the planting schedule. I£ the latter is <br />necessary, the City must be infon~ned of the changes prior to any work being conducted. <br /> <br />Access: The ofrice building is proposing to gain access from Sunwood Drive and 145t~ Avenue. It <br />should be noted that the proposed access location will be a shared access point when- future <br />development occurs on the adjacent outlot to the west. As part of the plat for Town Center 4th <br />Addition, the City is requesting that right of access be dedicated along Sunwood Drive. The site plan is <br />showing two access points along 145~ Avenue. The access located closest to Peridot Street appears to <br />be intended to be utilized as an overhead loading berth. The secondary access point along 145th Avenue <br />is not desireable and furthermore does not meet architectural standards adjacent to a public street. The <br />site plan should be revised to eliminate the overhead garage door access from 145th 'Avenue and' <br />relocated appropriately. <br /> <br />Building Height: The TC-3 District states buildings must be 2 -3 stories h~ height. The proposed <br />structure is two stories and therefbre meets the height requirements. <br /> <br />Parldng Standards: City Code states that office buildings located within the TC-3 District are <br />required to provide a minimum of three parking stalls per 1,000 square feet. In this case, a total of 71 <br />parking stalls need to be provided for the proposed of±ice building. The site plan is providing 53 off'- <br />street and 23 on-street (along 145th Avenue, Sunwood Drive, and Peridot Street) parking stalls for a <br />totat of 76 parking spaces. City Code also states that a developlne, nt cannot exceed parking Stall <br />minimums by more than 25%, the site plan is providing an additional 5 parking stalls, which is 0nly a <br />9% increase. The site plan meets parking requirements established in City, Code'. <br /> <br />Town Center Development Review Guidelines: The site plan will be reviewed, under the Final Draft. <br />Town Center Development Guidelines. <br /> <br />?,~blic Recdm/Streetscctpe: The subject property is located immediately adjacent, to an active parkway. <br />The site plan does not need to provide public open space within the development. Pedestrian pathways <br />will be accomplished through the tl~ree public streets that border the site. Public streets will contain <br />extensive streetscape 'including lighting, trees, planters, etc. <br /> <br />Sire Development: The site plan is accomplishing the land use and building placement standards' <br />established in the Town Center Guidelines. The building [s providing vertical dimension, zero lot line <br />setback along three public streets, shared parking solutions, s~_tffxcient number of parking stalls, and <br />parldng lot design adjacent to accessory streets.
