Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend that City Council <br />adopt thc proposed ordinance to update the Shoreland Management section of City Code. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey, and Shepherd. <br />Voting No: None. Absent: Commissioners Johnson, Van Scoy and Watson. <br /> <br />Chairl~erson Nixt requested a short recess at 9.'10 p. m. <br /> <br />The meeting was resumed at 9:17p. m. <br /> <br />Case #9 <br /> <br />Request for Sketch Plan Review for a Commercial/Retail Portion of Ramsey <br />Town Center; Case of Ramsey Town Center, LLC <br /> <br />Presentation <br /> <br />Assistant Community Development Director Trudgeon advised the Planning Commission <br />reviewed this sketch plan at their April 1, 2004 meeting. He stated Staff and the Planning <br />Commission made several comments regarding the proposed layout at that time. He indicated <br />after discussion regarding the plan, the Planning Commission tabled action on the sketch plan <br />until the May Planning Commission meeting for further refinement of the sketch plan. <br /> <br />Assistant Comnmnity Development Director Trudgeon stated the team has done a great job of <br />revising the plans per Staff and the Ramsey Town Center Review Board's direction, and the new <br />plan is more in line with what they all envisioned. <br /> <br />Assistant Community Development Director Trudgeon indicated the stormwater pond shown on <br />the revised sketch plan increases the area of ponding from the previous sketch plan and has made <br />it more of an amenity as directed by staff. <br /> <br />Assistant Community Development Director Trudgeon stated the buildings on the northwest <br />corner have been reoriented to have the rear of the building face Ramsey Parkway. He indicated <br />Staff supports the change in orientation; however sufficient buffering and architecture will need <br />to be present on or around the rear of the buildings to maintain a pleasant aesthetic. <br /> <br />Assistant Community Development Director Trudgeon stated Coburn's grocery store is showing <br />a 63,000 square lbot building, which includes expansion space. He indicated the grocery store <br />would have a drive-thru pharmacy, and a separate liquor store component, and is also showing a <br />gas component and car wash. He stated while Staff is aware the Town Center Zoning does not <br />allow gas stations, the developer will address the proposal. <br /> <br />Assistant Community Development Director Trudgeon stated concerning the gas component, if <br />they were going to allow a gas station at all Staff would want to limit the number of pumps and <br />the locations. I-le indicated Staff has been opposed, but agreed to run it by the Plmming <br />Commission. lte stated they reviewed the proposal with the Task Force, who was pleased with <br />thc changes, and did not necessarily object to the gas pumps.
