like to get comments from the Planning Commission, and move it to the City Council if <br />appropriate, depending on the comments. <br /> <br />Citizen Input <br /> <br />Greg Voss, representing Shingobee Builders, thanked the Planning Commission for their time. <br />ttc stated they have done a lot of work since they were last here, and he is excited about the plan <br />before them. He thinks it is a better plan than it was a month ago. <br /> <br />Mr. Voss stated in addition to Staff's comments, he would like feedback from the Planning <br />Commission on the new plan. He indicated one big issue is the storm water management <br />program. I lc stated he had a meeting with the County Engineer and others about the internal <br />storm water management plan, and has calculations now being put into a final document that <br />supports their plan. He indicated one thing they struggled with was the depth of the ponds, as the <br />ponds adopted were twelve to fifteen feet below the finished floor, and they now have them at six <br />to seven fcet, which is more realistic. <br /> <br />Chairperson Nixt indicated his first issue is the gas station. He asked for an explanation on why <br />it is an essential element of Coburn's, and if it is a want or a need. <br /> <br />Mt'. Voss stated first, he hesitates to use the term gas station. He indicated it is really a fuel <br />amenity of Coburn's. He noted that Shingobee Builders does not have a signed deal with <br />Coburn's. He indicated Coburn's has expressed interest, and has invested in studies of the area, <br />but have not signed an agreement. He explained one of Cobum's pro forma requires having <br />several market amenities, such as the pharmacy, fuel, a car wash and the liquor store. He <br />indicated they are under-parked from Coburn's perspective, which they say puts them in a <br />difficult position, so they are looking for supplemental sureties of the business' success. He <br />stated that according to their studies this is a B to B+ grocery store environment, and therefore <br />they are looking tbr these added sureties. <br /> <br />Commissioner Brauer stated he is thinking of the gas station by Riverdale by Rainbow, which <br />they said they needed and that it would only be used by Rainbow patrons, and now everyone uses <br />it. <br /> <br />Mr. Voss agreed that station was hideous. He stated this is being designed as an ancillary to <br />Coburn's, and Coburn's would offer incentives for discounts with grocery purchases, etc. He <br />indicated when they looked at the traffic programming for this site there are areas of low traffic, <br />whereas with Rainbow and the Cosco site the gas station is set out on the road to be a beacon to <br />draw in the people. <br /> <br />Commissioner Brauer questioned if they allowed Cobum's to do this, would others ask. <br /> <br />Mr. Voss indicated they talked about this with Assistant Community Development Director <br />Trudgeon and with the Task Force, and there are not other places where it would be possible <br /> <br />Planning Commission/May 6, 2004 <br /> Page 18 of 22 <br /> <br /> <br />
