Assistant Community Development Director Trudgeon noted that as the procedure for
preliminary plat may make it difficult to meet for the first meeting in June, a special meeting may
be needed in June.

Chairperson Nixt noted he would be gone June 12th to June 20th.

Commissioner Brauer stated he is gone from June 22nd to the end of the month.

Case #10 Staff Update

Assistant Community Development Director Trudgeon indicated the City Council has awarded
the contract to begin construction of Sunwood Drive and utilities thru the Town Center. He
noted work should begin in early May. He also noted the Town Center won top honors for
Commtmity Impact award from the Minnesota Business Journal. He stated the project has
received several notoriety awards, and offered kudos to everyone.

Assistant Community Development Director Trudgeon advised at the April 27th meeting, the
City Council held a public hearing on an interim ordinance that would prohibit platting and
subdivision in the Rural Developing Area for 90 days. He stated the purpose of the moratorium
is to provide some time for the City Council and the Planning Commission to consider revised
development guidelines in this zoning district. He indicated the cun:ent minimum lot size in this
district is 2.5 acres. He further advised it is Staff's opinion that such development may further
complicate sewer and water extension scenarios, and ultimately make the comprehensive
planning process more difficult for parts of the City outside the current urban services area. He
stated the City Council has not yet determined the timeline for the planning process. He
indicated thc interim ordinance will be on the May 11, 2004 Council agenda for adoption, and
Staff anticipates bringing a draft ordinance to the City Council and Planning Commission over
thc summer.

Chairperson Nixt noted the Council also adopted a map for Highway 10.

Assistant Community Development Director Trudgeon indicated this was con'ect. He stated it
was a monumental task, and Mn/Dot was very impressed the City was able to manage it.

Case #11 Zoning Bulletin

Thc Zoning Bulletin was noted.

OTHER COMMISSION BUSINESS

Assistant Community Development Director Trudgeon indicated that besides the comprehensive
plan review they should anticipate work shops or special meetings this summer for the Town
Center.

Planning Commission/May 6, 2004
