Assistant Community Development Director Trudgeon advised the P.A.C.T. Charter School has <br />submitted an application for an Interim Use Permit to allow for temporary classrooms to be <br />placed on the school site located in the Ramsey Town Center. He stated due to delays in <br />beginning construction, the school building will not be completely finished and ready for <br />occupancy when school starts on September 7, 2004. <br /> <br />Assistant Community Development Director Trudgeon stated the school will be able to take <br />partial occupancy of a few of the classrooms and the gymnasimn prior to the commence~nent of <br />the school year. He advised eleven temporary trailers, housing 22 classrooms will be located in <br />the west parking lot. The placement of these structures within the parking lot have been <br />reviewed by the Fire Chief for emergency vehicle access and have been found to be acceptable. <br />He stated thc School will make several of the temporary trailers ADA compliant. <br /> <br />fie advised a temporary traffic circulation plan has been submitted to the City, and the Police <br />Chief and Fire Chief are in the process of reviewing the circulation plan for safety purposes but <br />thc plan appears to be acceptable. <br /> <br />Assistant Community Development Director Trudgeon indicated that during the interim period <br />when the temporary classrooms are on the site, parking for staff and students will be located on <br />the public streets surrounding the school. He noted that the school will be discouraging students <br />from driving to school during this interim period. He stated this is all predicated on the roads <br />being constructed, which should start soon. <br /> <br />Public ltearing <br /> <br />Mr. Bosacker, 112 Gray Street, Anoka, indicated he was representing the school and would <br />answer any questions from the Planning Commission. Mr. Bosacker stated there were financing <br />delays that caused problems and pushed the schedule back. He indicated the construction crews <br />have done a good job accelerating the schedule, but there is not guarantee the school will be able <br />to open in time. <br /> <br />Chairperson Nixt asked if there was a contingency plan if there are not enough roads completed <br />in time, and if a temporary lot would be a better solution. He stated some students may need to <br />drive to school, and wondered what the plan was for this. <br /> <br />Mr. Bosackcr stated they do not have a plan, but have a trend. He indicated he would guess <br />approximately 30 students may need to drive, and noted there concern was parking as well. <br /> <br />Chairperson Nixt stated parking is his first concern, but his second concern is making sure <br />restrooms are in close proximity, and if the use of the gym during construction will be too <br />disruptive for classrooms. <br /> <br />Mr. Bosacker indicated he does not believe the construction will be a problem.
