Assistant Community Development Director Trudgeon added the partial occupancy permit would
not be granted if the building was not ready in the areas of intended use.

Commissioner Shepherd asked if there would be special parking needed for athletic events.

Mr. Bosacker indicated they would not have athletic events at the school during the interim time.
tie stated they are making arrangements for soccer and volleyball to be held in other locations,
and will be ready before basketball starts.

Mr. Bosacker stated it is the construction companies' guarantee. He indicated they are seeing
that effort put forth, and since it is the first building in the Town Center, they want to do a good
job.

Chairperson Nixt asked what ages would be in the temporary units.

Mr. Bosackcr stated K-4 would be in the building, with grades 5 and 6 in the closest units, and
the secondary grades around that. He indicated they would also have special needs classrooms
close to the building.

Chairperson Nixt asked if they would be regulating traffic during the school day.

Mr. Bosackcr stated they would. He indicated they have traffic control and would allow traffic
only for drop-o£f and pick-up. He added they have supervision monitoring the crossings to the
building as well.

Commissioner Shepherd asked if the portable units have ventilation besides the windows.

Mr. Bosacker stated they do, and noted the units are compliant to education standards. He noted
that PCS Building Company actually owns the building, and he would request if the permit is
granted it be put in the name of PCS Building Company.

Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to close the public hearing at
7:52 p.m.

Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer and Shepherd.
Voting No: None. Absent: Commissioners Johnson, Van Scoy and Watson.

Commission Input

Commissioner Brauer noted he needs to abstain from this vote, as he did when it came up for
approval.

Chairperson Nixt stated he wants it clear the entire approval is contingent on receiving a partial
occupancy permit for access to the portions of the premises described in the applicant's

Planning Commission/May 6, 2004
