He asked how much before the start of school the occupancy permit needed to be <br />granted. <br /> <br />Commissioner Jeffi'ey indicated temporary occupancy permits are usually granted immediately <br />before use. He stated he believes the standard process for review and issuance will provide <br />sufficient control. <br /> <br />Chairperson Nixt expressed that if they assume 30 students may need parking privileges the <br />school may be short on parking. <br /> <br />Assistant Community Development Director Trudgeon stated there is not an improved parking <br />area, but thc school is surrounded by acres of land. He indicated they may be able to make <br />arrangement to provide temporary space for parking. <br /> <br />Chairperson Nixt stated the school has to have some flexibility for unexpected occurrences. <br /> <br />Mr. Bosackcr stated they had previously submitted a parking plan, which showed a need in the <br />lot tbr 152 spaces, which covers their daily need. He indicated any big event would require on- <br />street parking at any time, not just during the interim period. He stated if you subtract the 63 <br />student parking spaces and add 30 back in they would need 120 to 125 spaces. <br /> <br />Chairperson Nixt commented that given that number, using the eight on-site spaces and what <br />should be available on the street should provide enough without a contingency plan. He stated <br />they could put a condition on the approval that it is contingent on not less than 130 parking stalls <br />being available on improved streets or a combination of improved streets and a temporary <br />parking surface with Class 5 materials that allow the deficiency to be covered. <br /> <br />Assistant Community Development Director Trudgeon agreed that was a fair condition. <br /> <br />Mi'. Bosackcr stated if the building is done on time and the streets are not they will have the same <br />issue. <br /> <br />Chairperson Nixt indicated he was just looking at day to day business. He stated special events <br />may have to be considered appropriately for the first year. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to recommend that City Council <br />adopt Findings of Fact favorable to the applicant relating to a request for an Interim Use Permit <br />to place temporary classroom buildings on the P.A.C.T. Charter School site until October 15, <br />2004. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Jeffrey and Shepherd. Voting <br />No: None.
