Commission Business
Motion by Commissioner VanScoy, seconded by Commissioner Nosan, to recommend that City
Council adopt Ordinance #16-03 establishing a wetland/storm water pond setback of sixteen and
a half feet (165) and establishing a minimum lot depth standard for all newly created residential
lots.
Motion Carried. Voting Yes: Vice Chairperson Bauer, Commissioners VanScoy, Nosan,
Andrusko, Brauer, and Maul. Voting No: None. Absent: Chairperson Levine.
5.06: Consider Revised Survey for The COR Development Plan.
Presentation
Community Development Director Gladhill presented the Staff Report stating in 2015, the City
Council and Planning Commission directed Staff to prepare a survey for Boards and
Commissions related to The COR Development Plan. A component of that overview was to
interview area stakeholders and professional consultants contracted by the City related to land
use issues. Based on these preliminary discussions with stakeholders and professionals, Staff
would like to propose a revised format to the Boards and Commissions survey for ease of read
and to ensure the proper questions are being asked in order to obtain meaningful feedback. Please
note, that Staff believes that it will take a couple of iterations to drill down into the level of detail
originally discussed. Staff recommended approval of the revised survey format for The COR
Development Plan.
Commission Business
Commissioner VanScoy requested further information on how the City planned to fund parking
within The COR.
Community Development Director Gladhill explained he would add information to the survey
regarding PUMA funds.
Commissioner Andrusko was pleased the Mississippi River crossing was included in the survey
for regional growth. He believed this was an important piece to consider for The COR.
Commissioner VanScoy appreciated the document as well along with the broad scopes that were
being covered.
Commissioner Brauer was impressed by the amount of work that went into the document. He
also supported the organization of the survey. He commended staff on their efforts.
Vice Chairperson Bauer was looking forward to seeing the results of the survey.
Motion by Commissioner VanScoy, seconded by Commissioner Maul, to recommend that City
Council approve the revised survey format for The COR Development Plan.
Planning Commission/April 7,2016
