An effective o~m~nity plannir~ process begins with the <br />preparation of a balanoe sheet, that is, an asses~t of assets and <br />liabilities in the c~,m~nity and its regional setting. The economic <br />analysis is an integrated part of the oval plannir~ process. Some of the <br />findings and rec~m~_~9~_~tions reported here overlap with other sections of <br />the report due to the interrelationships of land use, transpo~tion ar~ <br />economics. <br /> <br />The process involves a balance of o~ummnity assessment ar~ technical <br />analysis. Land mesour~es are r~m~mnably easy to identify. People and <br />leadership resources, the foundation of a successful c~..,~lnity, are more <br />difficult to identify. ~e ~Dm~y utilized a broad cross section of a <br />representative task force and r~lied heavily on their interaction with their <br />respective consti~ies. City oouncil members also participate_. <br /> <br />The TH 10 corridor study becj~n by identification and prioritizati°n of <br />issues facing the city and the study area. ~hat assessment ~r~-ted data <br />collection, analysis and plan preparation.
