circulators have 30 days in which to obtain the correct amount of <br />signatures and/or correct the irregularities. Following that, council must <br />again determine the sufficiency or insufficiency of the petition. If it is <br />insufficient at that time, council places the petition on file. If it is <br />sufficient, council must consider, vithin 120 days, establishing an <br />election where the public can vote on the question of Ordinance 87-7. The <br />Insu££1clencles identified in this petition are as follows: <br /> <br />a) Insufficient by 141 signatures. <br /> <br />b) Of the signatures received, 132 showed addresses in Ramsey but were not <br /> registered according to Anoka County. <br /> <br />c) Five persons signed their names as Mr. and Mrs. <br /> <br />d) One signature is an address not in Ramsey. <br /> <br />e) Two signatures lacked the first names. <br /> <br />f) City Charter states that ~ach separate page of a petition should have a <br /> circulator certification. <br /> <br />Notion by Councilmember DeLuca and seconded by Councilmember $orteberg to <br />adopt Resolution ~87-265 determining the sufficiency of a petition for <br />referendum on Ordinance ~87-7. (Please refer to resolution file for <br />Resolution #87-265). <br /> <br />Further Discussion: Councilmember DeLuca inquired as to the commencement <br />date for the 30 day correction period. Mr. Hartley stated that the 30 days <br />commences when he gives his report to the circulators. Mr. ~artley stated <br />that when he reviews the corrected petition, he will obtain another readout <br />from Anoka County of registered voters in Ramsey to be sure he has the most <br />current information. Mary Jo Sentyrz inquir.ed if circulators can take <br />voter registration cards to those persons on the petition that assumed they <br />were registered, have them filled out and returned to the County. Mr. <br />Hartley replied that in making petition corrections, the circulators can go <br />by whatever guidelines the County has established for voter registration. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca and Pearson. Voting No: None. Absent: Councilmember Cox. <br /> <br />Mr. Hartley stated that there are various aspects of the City Charter that <br />need to be better defined. He and City Attorney Goodrich would like to <br />review the Charter'and report to the Charter Commission those areas needing <br />clarification. <br /> <br />Council agreed that Mr. ~artley and Mr. Goodrich should review ;he charter. <br /> <br />Discuss 198B Budvet~ <br /> <br />Mr. Hartley requested council direction on how to accommodate unplanned for <br />expenditures consisting of requests from organizations for contributions: <br />Some options are: 1) Set aside a fixed amount per year for those types of <br /> City Council/November 23, 1987 <br /> <br />?age 3' of 4 <br /> <br /> <br />
