3. CITIZEN INPUT <br />Dale McKusick, 6801 - 157th Lane, stated that he has been sponsored to join the Ramsey Lions <br />by Gene Hinrichs who unfortunately recently passed away. Mr. Hinrichs was 92 and was the last <br />Charter member of the Ramsey Lions. He noted that Gene never missed a single event or <br />meeting until the few months before his passing. He stated that Gene had a great passion for <br />giving to the community and stated that the Lions would like to place a bench in his honor at <br />Central Park. He stated that he is before the Council in an attempt to fast forward this process. <br />He stated that the Lions would work with Parks and Assistant Public Works Superintendent <br />Riverblood to select the bench and placement and are hoping to forgo the process of going <br />through other Commissions and then the Council. He stated that they would like to get this done <br />to honor Mr. Hinrichs memory. <br />Mayor Strommen thanked Mr. McKusick for his statements and comments tonight as well as the <br />contributions the Lions have made. She stated that the Council would not want to micromanage <br />the design of the bench but asked staff for input on what could be done. <br />City Administrator Ulrich stated that a bench is a fairly minimal improvement and believed that <br />staff could assist. <br />Parks and Assistant Public Works Superintendent Riverblood stated that a policy was developed <br />for this and is perfectly aligned for fast tracking in this manner. He stated that he is confident <br />that staff can get this done and is looking forward to working with the Lions on this. <br />4. CONSENT AGENDA <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to approve the <br />following items on the Consent Agenda: <br />4.01: Receive July 2016 Financial Reports — General Fund and Enterprise Funds <br />4.02: Approve the following Meeting Minutes: <br />1) City Council Work Session dated August 8, 2016 <br />2) City Council Regular dated August 8, 2016 <br />4.03: Approve Licenses: <br />Transient Merchant <br />JWT Heavenly Springers/5900 75th Ave SE, St. Cloud <br />Therapeutic Massage Therapist <br />Yan Zhou/14037 St. Francis Blvd NW <br />4.04: Adopt Resolution #16-08-145 Approving Cash Disbursements Made and Authorizing <br />Payment of Accounts Payable Invoicing Received During the Period of August 4, 2016 <br />through August 17, 2016 <br />4.05: Adopt Resolution #16-08-146 Proclaiming September 17-23, 2016 as Constitution Week <br />4.06: Adopt Resolution #16-08-142 Authorizing Final Payment to Dryden Excavating, Inc. for <br />Inflow and Infiltration Program: IP 16-65 <br />4.07: Adopt Resolution #16-08-147 Approving Plans/Specifications and Authorize <br />Advertisement for Bids: City's Former Municipal Center Campus Demolition Project <br />City Council / August 23, 2016 <br />Page 3 of 10 <br />
