4.08: Adopt Resolution #16-08-148 Authorizing Final Payment to Douglas -Kerr Underground, LLC for IP 15-21 Ridge Point 4.09: Adopt Resolution #16-08-149 Authorizing Partial Payment to Douglas -Kerr Underground, LLC for IP 16-00; Division C Andrie Street and 164th Lane Reconstruction Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, Riley, and Shryock. Voting No: None. Absent: Councilmember Williams. 5. APPROVE AGENDA Motion by Councilmember Shryock, seconded by Councilmember Johns, to approve the agenda as presented. Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, Johns, Kuzma, LeTourneau, and Riley. Voting No: None. Absent: Councilmember Williams. 6. PUBLIC HEARING 6.01: Public Hearing to Consider Request for a 3.2% On -Sale Liquor License; Case of Paint and Pallet LLC, Located at 9457 Highway 10 NW Presentation City Clerk Thieling reviewed the staff report and recommendation to approve the 3.2 percent on - sale liquor license for Paint and Pallet. Ms. Thieling pointed out that Paint & Pallet does not intend to sell liquor, but needed to go through this process in order to apply to the State of Minnesota for a Consumption and Display Permit which is what is necessary to allow clients to bring alcoholic beverages to the class with them. Chayna Hamre, owner of Paint and Pallet, stated that her business is similar to a canvas and wine class business except for this is wood pallet signs that are completed. She has been asked by clients to be able to bring in food and beverages. Public Hearing Mayor Strommen called the public hearing to order at 7:20 p.m. Citizen Input There was none. Motion by Councilmember Riley, seconded by Councilmember Kuzma, to close the public hearing. Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, Johns, LeTourneau, and Shryock.
