He was unaware of a process during the sale of a home that would <br />trigger that notification. <br />Councilmember Riley stated that perhaps if someone were on the Level III offender list they <br />would look into the community they are attempting to move into in order to determine if there <br />are restrictions. He stated that he would be more concerned with the safety of the community. <br />Councilmember Shryock asked where the ordinance spells out the concern with Level III <br />offenders. <br />Mayor Strommen stated that there are limitations on this. She stated that Level III offenders <br />have had the ability to move into the City for years but explained that number of offenders being <br />freed will increase after this ruling. She stated that while this is appropriate, she does not want to <br />create a false sense of security and wanted the City to be honest about the limitations. She stated <br />that there are portions of the City which would be allowed and certain offenders that meet the <br />exemptions. <br />Councilmember Kuzma stated that by having the ordinance in place, that would make it a little <br />more difficult and perhaps a Level III offender would choose another community. <br />Councilmember LeTourneau stated that he would like to have more information on how Level <br />III offenders re-enter the community, what their day would look like, and what kind of <br />monitoring occurs. He stated that people need to understand their responsibilities and the <br />limitations that occur within the ordinance. <br />Police Chief Katers stated that at the community notification meetings that he has been to there <br />have been some very vocal people. He stated that this has always occurred, people just did not <br />have the information before. He explained that the intent is not to scare the public but to better <br />inform them. <br />The consensus of the Council was to move forward the draft ordinance regarding Level III <br />predatory offender residency restrictions. <br />2.02: Former Municipal Center Redevelopment Project, Sources and Uses of Funds <br />Discussion <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report. <br />Mayor Strommen left the meeting. <br />Councilmember Kuzma asked if the Anoka County HRA would have the last say on that <br />approval. <br />Asst. City Administrator/Economic Development Manager Brama confirmed that the Anoka <br />County HRA fund does require approval, but noted that the application process is fairly easy.
